3.2.2 Training <br /> Staff training generally concentrates on on-the job training under the supervision of some- <br /> one experienced in the various aspects of the skills being taught. Potential hazards and <br /> safety procedures are stressed. Currently, there are weekly and monthly meetings in <br /> addition to any "as needed" meetings. <br /> Employees are provided with safety vests, hard hats, hearing protection, safety glasses, <br /> dust masks and respirators, as appropriate for personal safety in their particular <br /> job function. Personnel are also required to wear steel toed and soled safety shoes <br /> and gloves, depending on their job function. No employee is permitted to operate <br /> potentially dangerous equipment or engage in potentially dangerous activities without <br /> appropriate training. <br /> Forward also implements an emergency response training program as part of their <br /> Contingency Plan. All site employees are trained in (1) emergency alarm and notification, (2) <br /> external emergency response organization notification, and (3) location and content of <br /> the emergency response plan. Employees receive a copy of the emergency <br /> response plan at hire. <br /> The load checking program is explained in detail to all site personnel who are <br /> involved with the inspection of waste, including the gate attendant, load <br /> inspectors, landfill, and compost facility workers, and equipment operators. <br /> These employees will also attend the "Basic Hazardous Waste Awareness Course" given by <br /> the San Joaquin County Office of Emergency Services. The course emphasizes familiarity <br /> with the types of containers and labels typically used for hazardous waste and <br /> other materials. The course is repeated annually. All new employees are enrolled in the <br /> course at the earliest available class after their hire. <br /> Specific emergency response and evacuation procedures for all Forward employees and <br /> members of the emergency response team are covered in the training sessions <br /> conducted at the site throughout the year. <br /> 3.2.3 Supervision <br /> Level of Supervision <br /> Describe the level of supervision to be provided in order to ensure proper operation of the <br /> facility. <br /> The Compost Facility will be supervised by a director of operations, who will be <br /> onsite 40 hours per week during regular business hours. <br /> Forward Composting Facility <br /> Z:\PROJECTS\Allied Waste\Forward\Resource Recovery facility\Permitting Services\2009 RCSI\RCSI Final 031609.doc; <br /> Page 35 <br />
