4.0 MAINTENANCE PROGRAM <br /> 4.1 Facility Maintenance Program <br /> Describe the facility maintenance program. The regulations require, at a minimum, that the <br /> operator frequently monitor and promptly repair or correct deteriorated or defective <br /> conditions with respect to requirements of the standards and conditions established by <br /> the LEA or other approval agencies. <br /> Equipment maintenance is conducted daily. General cleaning of the RRF building and <br /> outdoor operations and storage areas is accomplished by permanent employee duty <br /> assignments with daily inspections to assure compliance. <br /> The Compost Facility/RRF will be maintained regularly by trained personnel. Maintenance <br /> will include the control and removal of windblown litter, removal of residue, maintenance of <br /> material stockpiles, and general good housekeeping of the site. Roads will be watered as <br /> necessary to reduce dust, and will be graded as needed to remove any uneven <br /> surfaces. Litter and residue will be consolidated daily and transferred for disposal on a <br /> regular basis at the working face of the landfill. Equipment will be maintained as previously <br /> described. <br /> The construction, operation, and maintenance of the Compost Facility will be governed by the <br /> conditions of the land use permit, No. U91-12, issued by San Joaquin County.
