The landfill has portable generators, in case of an emergency or night lighting. In addition, the <br /> landfill uses portable lights for operations after dark(i.e., in the winter). <br /> Composting operations will not be conducted at night. <br /> 5.5 Fire Fighting Equipment <br /> Describe provisions for ensuring that facility personnel have properly maintained firefighting <br /> equipment available at all times in sufficient quantities and located as required by the local fire <br /> Forward, Inc. and LEA. Show locations on a site plan. <br /> Forward has a number of site and personal safety procedures in place as detailed <br /> in their Contingency Plan. The following equipment and systems have been installed at the <br /> site to prevent and control accidental ignition of combustible materials at the RRF: <br /> • Fire extinguishers-inspected routinely and recharged, as necessary; <br /> • Annual fire inspections by the Manteca-Lathrop Fire Department; <br /> • A dirt supply is kept near the composting area to smother a potential fire; <br /> • Two water trucks are available; <br /> • Emergency 4-1/2-inch fire hose hook up in the southeast corner of the <br /> landfill, north of the South Fork and a 2 1/2-inch fire hose hook up in the northeast <br /> corner of the site for the fire department; and, <br /> • Knoxbox outside the landfill main entrance with keys to the main gate, landfill office, <br /> RRF office, and fire box. <br /> Regular maintenance, inspection, and housekeeping procedures are conducted. Emergency <br /> equipment operating instructions, escape routes, emergency response (including a <br /> separate section on ACM) and evacuation procedures are identified in the Contingency <br /> Plan. <br /> The landfill and RRF equipment and vehicles are maintained to prevent fires by frequently <br /> removing debris and dust from undercarriages and engine compartments and <br /> checking for, and repairing, oil and fuel leaks. Portable fire extinguishers are provided on <br /> all heavy equipment vehicles, in both office trailers, and in the equipment maintenance <br /> building at the landfill. Landfill personnel are trained to perform initial fire suppression <br /> activities using appropriate site equipment, stockpiled soil cover, and water. Water storage <br /> facilities consist of the primary 1,000-gpm on site production well located adjacent to the <br /> landfill entrance and a 20-gpm on site production well located by the RRF.
