20. Specific operational standards*_,c s site must meet are as follows: <br /> a. Site shall not receive more than 4,180 tons per day(combined total for both the Forward Resource Recovery Facility and <br /> the Forward Landfill(39-AA-0015)). <br /> b. Site shall not receive more than 620 vehicles per day(combined total for both the Forward Resource Recovery Facility <br /> and the Forward Landfill(39-AA-OO15)). <br /> c. Litter: Litter must be controlled at all time on site. <br /> d. Noise: Noise produced at the facility will comply with the provisions of the San Joaquin County Development Code, <br /> Title 9,Section 9-1025.9. <br /> e. Odors: The windrows will be turned as frequently as necessary and the aerated static piles and/or enclosed agitated beds <br /> maintained to prevent anaerobic degradation and migration of nuasance unpleasant odors off-site. All compostable <br /> material handling operations and facilities shall prepare,implement and maintain a site-specific odor impact <br /> minimization plan(GIMP).A complete plan shall be submitted to the EA. <br /> f. Dust: Dust control shall be maintained to prevent limiting the visibility of personnel on-site and from creating a nuisance <br /> off-site. <br /> g. Vectors: Windrows and static piles will be maintained to prevent the attraction or establishment of flies,rats,or other <br /> vectors in the compost. <br /> h. Fire: Windrows will be monitored for internal temperature and spaced and turned appropriately to prevent fires. In the <br /> case of fire,water available on-site will be used for suppression and the emergency number 911 shall be used to summon <br /> the California Department of Forestry,Fire Protection and other responders. <br /> i. Finished compost shall be stored outside the 22.59 acre permitted composting_area. Storage piles shall be spaced <br /> appropriately and not excee 15 eet in height. <br /> j. Sludges accepted at this site must be blended directly into the material being composted. <br /> k.
