REPORT OF COMPOSTING SITE INFORMATION <br /> This Report of Composting Site Information (RCSI) was prepared to comply with the <br /> California Code of Regulations, Title 14 (14 CCR) for compost operations. <br /> 1.0 FACILITY OVERVIEW <br /> 1.1 Introduction <br /> Provide a brief statement introducing the facility. The following information should be <br /> included: Name and address of operator, name and address of the land owner, description <br /> of the area serviced by the facility, and a description of daily operations to be conducted <br /> at the site[14 CCR 18220(c)]. <br /> This RCSI describes the design and operation of the Forward, Inc. (Forward) Compost <br /> Facility (Compost Facility). The Forward site is an existing solid waste disposal and <br /> resource recovery facility (RRF) located in Manteca, California. The site is wholly owned <br /> and operated by Forward. The landfill was permitted and opened in 1973. The <br /> RRF began operations in 1975. <br /> Forward operates an RRF building and separation area, in the South Area, in compliance <br /> with SWFP No. 39-AA-0020. The RRF site plan is shown in Figure 1. <br /> Wood waste, lumber and bulk yard waste are placed in the wood waste stockpile <br /> area. The wood stockpiles are limited in size as specified by the local fire <br /> department. The incoming wood waste materials are crushed with a tractor and <br /> processed through a wood chipper. The chipped wood is then loaded directly into at <br /> least 120-cubic yard trailers until sold at market, sent off-site for use as an <br /> alternative fuel source for cogeneration energy facilities, and other reuses or recovery <br /> such as mulch or compost. The wood chipping operation is a minimum of 100 feet <br /> away from the RRF building and is approximately 15,000 square feet in size. <br /> The storage and support areas include an entrance facilities area, equipment <br /> and bin storage area, and an equipment storage yard. The approximately 0.83-acre <br /> entrance facilities area is in the northeastern corner of the site and includes an office <br /> trailer, portable sanitary facilities, a landscaped area, a parking area, and water well. <br /> The equipment, maintenance area and storage yard are located in WMU G-North <br /> (Future D) and include equipment maintenance buildings, a storage area for refuse <br /> bins, and parking areas for heavy equipment and cars. All current structures comply <br /> with the Uniform Building Code (UBC). The equipment storage yard is fenced and <br /> secured to protect landfill equipment. <br /> All access to the site is from Austin Road, which runs along the eastern site boundary. <br /> The primary entrance is at the entrance facilities area in the northeast corner of the site. <br /> A second access road is located approximately 50 feet north of the South Fork. A third <br /> access road is located at the TS/RR entrance. <br /> An intermittent creek, the South Fork, crosses the site in a southwesterly direction.
