creek is a tributary to South Littlejohns Creek, itself a tributary to French Camp Slough, <br /> which ultimately discharges into the San Joaquin River. Surface water runoff from the <br /> North Area that has not contacted any waste, or has contacted waste and meets the <br /> water quality criteria for storm water discharges, is collected in onsite storm water <br /> drainage basins from which it is discharged to the South Fork. All runoff from the <br /> North Area that has contacted waste is collected and pumped into the 1.46-acre <br /> leachate evaporation pond located along the south perimeter. <br /> The entire RRF and separation area is bermed for screening purposes and to segregate <br /> non contact storm water from the RRF operations. Currently, potentially contaminated <br /> runoff from the South Area is pumped either to the leachate evaporation pond or the <br /> sedimentation basin in the North Area. <br /> Forward will operate a composting facility in the South Area for the nonrecyclable organic <br /> wastes received at the RRF. Material received at the RRF for composting may include <br /> green waste, mixed paper, municipal solid waste (MSW), and food and agricultural waste. <br /> The composting facility may also be operated as a co-composting facility by the addition <br /> of biosolids to the material during the composting process. The end product of the <br /> composting process may be used as a topsoil amendment, mulch, or a soil conditioner <br /> for various applications. The composted material may also be used in the landfill as <br /> an alternative daily cover material. <br /> All contact water from the compost facility will run off compacted soil toward the south <br /> AOL west corner of the site and collect in a retention pond. The collected water will be either <br /> Wr evaporated or used in the initial mixing of the compost. Excess water with acceptable <br /> water quality will be discharged to the South Fork in compliance with the applicable <br /> storm water regulations. Excess water with unacceptable water quality for <br /> discharge to the South Fork will either be pumped into the onsite leachate evaporation <br /> pond in the North Area, or transported to a local municipal treatment facility. <br /> 1.2 Site Location <br /> 1.2.1 Site Location Map <br /> Provide a site location map which shows the exact location of the facility and includes <br /> the names of all access roads [14 CCR 18220(a)]. Property boundaries should be <br /> delineated by township, range, and section. This map should be at a scale of at least <br /> 1:24,000(USGS topographical quadrangle) or 7.5 minute map. <br /> The physical address for the Forward site is 9999 South Austin Road, Manteca in <br /> San Joaquin County, California. The compost facility will be located in the southern <br /> portion of the property. The site is located in Section 3 of Township 1S, Range 7E, Mount <br /> Diablo Base-line and Meridian as shown of Figure 2. Access to the site is from Austin <br /> Road a rural two-lane, paved road oriented north/south connecting Mariposa Road to the <br /> north and ultimately connecting with Highway 99 to the south.
