The State of California operates the Northern California Youth Center and a women's
<br /> prison, about one mile north of the Forward site (Figures 2 and 3).
<br /> Since the land surrounding the Compost Facility is primarily agricultural and the closest
<br /> residences are set back more than 300 feet, there should not be any significant
<br /> odor impacts to the surrounding areas. Based on logs of wells in the project area,
<br /> groundwater generally occurs about 60 to 70 feet below the natural ground surface.
<br /> Groundwater levels fluctuate about 5 feet per year due to the distinct wet and dry
<br /> seasons of the San Joaquin Valley.
<br /> Composting operations will not be conducted over any portion of the Forward Landfill
<br /> existing waste fill. However the Composting Facility will be located on an area permitted
<br /> for future WMUs.
<br /> 1.3 Quantity of Materials to be Accepted
<br /> Describe the nature and quantity of materials to be accepted. Nonwaste building
<br /> materials, such as straw, hay, rice hulls, etc., need not be reported here. However, the
<br /> facilities and procedures used in the storage and hand-ling of these materials must be
<br /> described under the materials handling portion of this RCSI.
<br /> The Compost Facility will handle any decomposable organic material including, but not
<br /> limited to, green material, green material mixed with food waste, food waste (including
<br /> garbage as defined in 14 CCR, Section 17225.30), food processing residue, biosolids,
<br /> mixed solid waste, manure, mixed paper, ash, grit/grease, holding tank pumpings, and
<br /> agricultural wastes. Green material, food processing residue, food waste, sewage sludge,
<br /> mixed solid waste and manure are as defined in Title 14 (Chapter 3.1, Article I, §17852)
<br /> of the California Code of Regulations (CCR):
<br /> • Green Material means "any plant material which is derived from residential,
<br /> community, or construction waste, including but not limited to, leaves, grass
<br /> clippings, weeds, tree trimmings, food waste (including meat and fish
<br /> table scraps), residential or community garden wastes, untreated wood
<br /> waste, or shrubbery cuttings. Green material is either separated at the point of
<br /> generation, or separated at a centralized facility, which employs methods to
<br /> minimize contamination. Green material does not include plant material
<br /> that is classified as food, or demolition or mixed construction debris."
<br /> • Food Processing Residue means "any pre-processed and post-processed material
<br /> derived from plant wastes, which is grown, processed, marketed, or managed
<br /> by any non-residential, non-community, or commercial entity(ies) for
<br /> consumption by humans and domesticated or wild animals. These entities
<br /> include, but are not limited to, agriculture, food and dry goods manufacturing
<br /> and processing industries, wineries, restaurants, hospitals, and food
<br /> distributors. Food Processing Residue is either separated at the point of
<br /> generation, or separated at a centralized facility which employs methods to
<br /> minimize contamination. "
