There are three entrances to the site, all from Austin Road. The main entrance to
the landfill is a 50-foot-wide paved road located at the northeast corner of the
property. A secondary access road to the landfill is a 15-foot-wide gravel road located
north of the South Fork. The entrance to the RRF and proposed compost facility is
located about approximately 1,600 feet south of the main landfill entrance, south of
the South Fork. The two roads on either side of the South Fork are easement
maintenance roads. Current traffic flow is not impeded during site operations.
1.2.2 Site Facilities/Features
Sanitary Facilities. There are no on-site sewage disposal system or leach lines.
The sanitary facilities consist of a total of seven portable toilets at the site. Two
portable toilets are located adjacent to the landfill office trailer, two are located at the
RRF, one is in the maintenance yard at the landfill, one is located near the eastern
ash disposal pit, and one is located on the bin storage pad at the landfill. The two
portable toilets adjacent to the landfill office are handicap-accessible. The locations will
change with site development.
Electricity. Pacific Gas and Electric Company (PG&E) provides primary electric service to the
site. Electric power is provided to the office trailers (except the employee trailer at the RRF)
and on site pumping facilities.
Communications. SBC provides telephone service to the site. Company offices and
some vehicles operations are equipped with phones.
Right-of-Way. The eastern property line is also the Austin Road centerline; the Austin
Road right-of-way, owned by the County of San Joaquin, is approximately 60 feet wide.
Thirty feet of this right-of-way is within the Forward property.
Easement. The South Fork easement is shown in Figure 2.
Water Wells. There are two water wells at the site. A 1,000-gpm well at the landfill
entrance facilities and a 20-gpm well at the RRF entrance facilities.
Offsite structures within 1,000 feet of the site boundaries are shown in Figure 3. Two
residences are 100 and 500 feet from the northeastern corner of the Forward property.
A third residence is 900 feet east of the Forward property along the southern bank of
the South Fork. These residences, however, are located more than 300 feet from the
proposed composting facility.
1.2.3 Surrounding Land Use
A current site plan is shown in Figure 1. In 1973, when the original Use Permit for the
site was approved, the zoning designation for the area was Exclusive Agriculture (EA-
10). The EA-10 zoning designation allowed landfill uses include site construction and
waste disposal operations, RRF operations, composting operations, dust control,
equipment maintenance operations, sanitary facilities, fire fighting, and emergency
situations. The land uses within 1 mile of the property boundary is shown in Figure 3.
Forward Composting Facility
Z:\PROIECTS\Allied Waste\Forward\Resource Recovery Facility\Permitting Services\2009 RCSI\RCSI Final 031609.doc;
Page 3
