There are three entrances to the site, all from Austin Road. The main entrance to <br /> the landfill is a 50-foot-wide paved road located at the northeast corner of the <br /> property. A secondary access road to the landfill is a 15-foot-wide gravel road located <br /> north of the South Fork. The entrance to the RRF and proposed compost facility is <br /> located about approximately 1,600 feet south of the main landfill entrance, south of <br /> the South Fork. The two roads on either side of the South Fork are easement <br /> maintenance roads. Current traffic flow is not impeded during site operations. <br /> 1.2.2 Site Facilities/Features <br /> Sanitary Facilities. There are no on-site sewage disposal system or leach lines. <br /> The sanitary facilities consist of a total of seven portable toilets at the site. Two <br /> portable toilets are located adjacent to the landfill office trailer, two are located at the <br /> RRF, one is in the maintenance yard at the landfill, one is located near the eastern <br /> ash disposal pit, and one is located on the bin storage pad at the landfill. The two <br /> portable toilets adjacent to the landfill office are handicap-accessible. The locations will <br /> change with site development. <br /> Electricity. Pacific Gas and Electric Company (PG&E) provides primary electric service to the <br /> site. Electric power is provided to the office trailers (except the employee trailer at the RRF) <br /> and on site pumping facilities. <br /> Communications. SBC provides telephone service to the site. Company offices and <br /> some vehicles operations are equipped with phones. <br /> Right-of-Way. The eastern property line is also the Austin Road centerline; the Austin <br /> Road right-of-way, owned by the County of San Joaquin, is approximately 60 feet wide. <br /> Thirty feet of this right-of-way is within the Forward property. <br /> Easement. The South Fork easement is shown in Figure 2. <br /> Water Wells. There are two water wells at the site. A 1,000-gpm well at the landfill <br /> entrance facilities and a 20-gpm well at the RRF entrance facilities. <br /> Offsite structures within 1,000 feet of the site boundaries are shown in Figure 3. Two <br /> residences are 100 and 500 feet from the northeastern corner of the Forward property. <br /> A third residence is 900 feet east of the Forward property along the southern bank of <br /> the South Fork. These residences, however, are located more than 300 feet from the <br /> proposed composting facility. <br /> 1.2.3 Surrounding Land Use <br /> A current site plan is shown in Figure 1. In 1973, when the original Use Permit for the <br /> site was approved, the zoning designation for the area was Exclusive Agriculture (EA- <br /> 10). The EA-10 zoning designation allowed landfill uses include site construction and <br /> waste disposal operations, RRF operations, composting operations, dust control, <br /> equipment maintenance operations, sanitary facilities, fire fighting, and emergency <br /> situations.
