the Northern California Youth Center and a women's prison, about one mile north of the <br /> Forward site (Figures 2 and 3). <br /> Facility Boundaries <br /> The landfill and RRF are situated on the southern portion of the Forward Landfill. <br /> The South Fork traverses the site in a southwesterly direction. The site is bounded by <br /> Austin Road to the east, agricultural land to the south, west, and north. <br /> Figure 3 delineates the property line for the site and is intended for planning purposes <br /> only. The 567-acre property is located in Section 3 of Township 1S, Range 7E, <br /> Mount Diablo Baseline and Meridian (MDB&M) and Section 34 of Township 1N, <br /> Range 7E MDB&M. <br /> The Assessor's Parcel Numbers (APN) for the entire property are 181-150-07, <br /> 181-150-08, 181-150-09, 181-150-10, 201-060-01, 201-060-02, 201-060-03, <br /> and 201-060-05. <br /> The Forward Landfill and RRF are wholly owned by Forward. There are no leased <br /> parcels at the site. Figure 3 identifies the parcel owned by Forward and land uses within <br /> 1 mile of the site boundary. <br /> 2.1.3 Design Details <br /> Include a schematic drawing of design details of the composting facility systems and <br /> processes. Include dimensions and composition of components. In addition to the <br /> schematic drawing, an engineering report describing processes to be used, including <br /> proposed pollution control devices and estimated quantities of feedstocks, additives, and <br /> amendments as required by 14 CCR18220 (b). The design details should allow the <br /> facility to operate in conformance with Chapter 3.1 of the California Code of Regulations - <br /> Composting Facilities Permitting Procedures and Enforcement. <br /> Design detail drawings are attached as Figures 4 through 9. Calculations supporting these <br /> design details are included in Appendix A. A number of composting processes may be <br /> utilized at the Forward RRF site. The specific composting process to be used will depend <br /> on the specific feedstocks to be processed and the experience gained in developing <br /> compost mixtures. The intent is to use the least complex and costly process that is <br /> found suitable for the feedstocks to be composted.
