Road by vehicles entering and leaving the site is cleaned up by Forward personnel. The <br /> site is graded to provide all-weather access. <br /> Tipping Areas. Except for "all wood" loads, all sortable incoming wastes are dumped on <br /> the tipping floor inside the RRF building. The "all wood" loads are unloaded directly at <br /> the wood pile. <br /> Storage Areas. Except for aluminum and cardboard, all of the segregated materials <br /> are temporarily stored outside the RRF in trucks and bins as shown in Figure 1. The <br /> wood grinding area is approximately 15,000-square feet. Extra equipment is stored in the <br /> equipment maintenance area and storage yard at the landfill. Extra parts are stored in a <br /> trailer on the southwestern side of the RRF building. Wastes awaiting transfer into <br /> vehicles are stored on the tipping floor until segregated. Except for glass and aluminum <br /> storage, the empty and full storage bins and containers are stored on the north side of the <br /> RRF building in an area approximately 7,500 square feet. The glass storage is on the <br /> southern side of the RRF building and the aluminum is stored inside the RRF building <br /> in locked metal bins. <br /> Parking Areas. Visitor and employee parking are on the east side of the RRF building. <br /> The four empty transfer vehicles are parked on the north side of the RRF building, near the <br /> entrance area. The parking area for the loaded transfer vehicles is also on the north side <br /> of the RRF building, as shown in Figure 10. The vehicles used in salvaging and recycling <br /> operations are parked on the tipping floor at night or adjacent to the RRF building and <br /> when the RRF is not in operation. <br /> Access. The site access plan is shown in Figure 2. Access to the site is from Austin Road, <br /> a rural two-lane, paved road. The access road to the RRF is located about 1,600 feet <br /> south of the landfill entrance road; south of the South Fork. There are no turning lanes <br /> for traffic on Austin Road or stacking lanes within the site. <br /> Unauthorized site access is restricted by perimeter fencing and lockable gates. Signs <br /> prohibiting unauthorized access have been posted on the fence along the levee adjacent <br /> to the South Fork and along Austin Road at approximately 300-foot intervals. The <br /> locations of the access roads and perimeter fencing are shown in Figures 1 and 2. <br /> All truck traffic backs up to either the tipping area or wood pile (depending on the load) <br /> and drives out after dumping. The traffic flow into and out of the RRF for both <br /> incoming wastes and outgoing wastes and materials are shown in Figure 10. <br /> 2.1.10 Development Stages <br /> Include a schematic drawing detailing the sequence of development stages of the <br /> composting operations. <br /> A processing area at the Compost Facility will be developed as needed to manage <br /> compostable materials being delivered to the site. Developing the Compost Facility in this <br /> manner will allow Forward initially to construct and operate the facility with a low <br /> throughput.
