STANDARD PROVISIONS AND REPORTING REQUIREMENTS,JANUARY 2012 -5- <br /> FOR WASTE DISCHARGE REQUIREMENTS <br /> FOR DISCHARGES REGULATED BY SUBTITLE D AND/OR TITLE 27 <br /> 3. The discharge of wastes outside of a waste management unit or portions of a <br /> unit specifically designed for their containment is prohibited. <br /> 4. The discharge of solid waste containing free liquid or which may contain liquid <br /> in excess of the moisture holding capacity as a result of waste management <br /> operations, compaction or settlement is prohibited. <br /> 5. The discharge of waste to a closed landfill unit is prohibited. <br /> 6. The discharge of waste constituents to the unsaturated zone or to <br /> groundwater is prohibited. <br /> 7. The discharge of solid or liquid waste or leachate to surface waters, surface <br /> water drainage courses, or groundwater is prohibited. <br /> D. STANDARD DISCHARGE SPECIFICATIONS <br /> 1. The Discharger is responsible for accurate characterization of wastes, including <br /> a determination of whether or not wastes will be compatible with containment <br /> features and other wastes at the waste management unit and whether or not the <br /> wastes are required to be managed as a hazardous waste [Title 27, § 20200(c)] <br /> or designated waste [Title 27, § 20210]. <br /> 2. Leachate and landfill gas condensate collected from a waste management unit <br /> shall be discharged to the unit from which it came, or discharged to an <br /> appropriate waste management unit in accordance with Title 27 and in a manner <br /> consistent with the waste classification of the liquid [Title 27, § 20200(d) and § <br /> 20340(8)]. <br /> 3. The discharge of leachate or landfill gas condensate is restricted to those <br /> portions of a waste management unit that has a composite liner system and <br /> LCRS meeting the Federal Subtitle D requirements [40 C.F.R. § 258.28]. <br /> 4. Leachate and condensate returned to a composite-lined landfill unit (when <br /> approved by this Order) shall be discharged and managed such that it does not <br /> cause instability of the waste, does not cause leachate seeps, does not <br /> generate additional landfill gas that is not extracted from the landfill by an active <br /> landfill gas extraction system, does not cause contaminants to enter surface <br /> water runoff, and does not cause leachate volumes to exceed the maximum <br /> capacity of the LCRS. <br /> 5. Any discharge of waste outside the portion of the landfill that was already <br /> covered with waste as of the landfill unit's respective Federal Deadline <br /> constitutes a "lateral expansion" and requires the installation of an approved <br /> composite liner system and LCRS [40 C.F.R. § 258.40(b)]. <br />
