STANDARD PROVISIONS AND REPORTING REQUIREMENTS,JANUARY 2012 -6- FOR WASTE DISCHARGE REQUIREMENTS FOR DISCHARGES REGULATED BY SUBTITLE D AND/OR TITLE 27 6. Wastes shall be discharged only into waste management units specifically designed for their containment and/or treatment, as described in this Order. 7. The discharge shall remain within the designated disposal area at all times. 8. The discharge of waste shall not cause a nuisance condition [Wat. Code, § 13050(m)]. E. STANDARD FACILITY SPECIFICATIONS 1. All waste management units shall be designed, constructed, and operated to ensure that wastes, including leachate, will be a minimum of 5 feet above the highest anticipated elevation of underlying groundwater [Title 27, § 20240(c)], including the capillary fringe. 2. Surface and subsurface drainage from outside of a waste management unit shall be diverted from the unit [Title 27, § 20365(e)]. 3. Interim cover is daily and intermediate cover [Title 27, § 20750(a)]. Interim cover over wastes discharged to a landfill shall be designed and constructed to minimize percolation of liquids through the wastes [Title 27, § 20705(b)]. 4. Intermediate cover consisting of compacted earthen material of at least twelve (12) inches shall be placed on all surfaces of the fill where no additional solid waste will be deposited within 180 days [Title 27, § 20700(a)]. 5. During wet weather conditions, the facility shall be operated and graded to minimize leachate generation. 6. The Discharger shall immediately notify the Central Valley Water Board staff of any slope failure occurring at a waste management unit. Any failure which threatens the integrity of containment features or the waste management unit shall be promptly corrected in accordance with an approved method [Title 27, § 21710(c)(2)]. 7. The Discharger shall immediately notify Central Valley Water Board staff of any flooding, unpermitted discharge of waste off-site or outside of waste management units, equipment failure, or other change in site conditions which could impair the integrity of waste or leachate containment facilities or precipitation and drainage control structures. 8. The Discharger shall limit water used for facility maintenance within landfill areas to the minimum amount necessary for dust control and construction. 9. The Discharger shall maintain in good working order any facility, control system, or monitoring device installed to achieve compliance with the waste discharge requirements.
