Forward considered a 13-foot high <br /> perimeter fence, but felt the trees would be more aesthetic, limit dust transport, act as a barrier <br /> for litter, and allow for air mixing and odor dispersal. <br /> When winds reach 10 miles per hour or greater(refer to Section 3.5.3 for information on wind), <br /> the Compost Facility will suspend site activities that are susceptible to wind transport of litter, <br /> including windrow turning, grinding, and screening of compost material. <br /> Buffer zones resulting from required facility setbacks along the site's perimeter should provide <br /> some protection of adjacent properties. Most of the activities associated with litter (unloading, <br /> screening, and grinding) are not conducted close to the facility's perimeter fence. Unloading, <br /> screening, and grinding activities must be conducted more than 100 feet from the site <br /> perimeter. <br /> Forward will remove litter from the neighboring (offsite) properties where access has been <br /> granted by the property owner. This would include litter that is caught by tree limbs. Forward <br /> will use the method that is most effective and has the least amount of impact to the offsite <br /> property. <br /> Forward currently documents illegal dumping that occurs around or near the facility prior to <br /> clean up and documents spills and accidents that occur at or near the facility(see Section 7.2). <br /> Forward will also take photos of the litter before and after when there is an excessive amount <br /> of offsite litter. <br /> The site phone number ([209] 982-4298) is manned from 6:00 a.m. to 6:00 p.m., Monday <br /> through Friday and 6:00 a.m. to 12:00 p.m. on Saturday. All other times, the contracted <br /> security company will be available by phone to alert Forward personnel of any issues. For <br /> additional information, refer to Section 3.2.3 and Table 5 of this RCSI. <br /> 3.6.6 Nuisance Control <br /> Site operations are conducted in a safe and sanitary manner. The site is located in a rural <br /> area surrounded by largely unpopulated, agricultural land. Drought tolerant trees and <br /> shrubs, and grasses are used in landscaping to conform with the natural vegetation of the <br /> area.
