3-15 <br /> suppressant, and (4) limiting the speed of all on-site vehicles to less than those that would <br /> cause visible dust emissions behind the vehicle. For dust control purposes, surface water <br /> runoff or on-site well water is applied to all main access and haul roads at least once per <br /> day. All-weather surfacing is applied to any unpaved road segment that carries 50 or more <br /> vehicle trips per day continuously for more than 30 days. <br /> Dirt roads and areas between active compost are watered, as necessary, to minimize dust <br /> when equipment uses the roads/areas. Proper management of the moisture level of the <br /> compost materials throughout the operation will minimize dust generation. The likelihood of <br /> dust problems from the initial receiving, grinding, and compost pile formation and turning is <br /> low. The active compost is monitored for moisture content, and water is added when <br /> needed. <br /> Dust generation at composting facilities occurs primarily during screening operations. In <br /> order to mitigate this, the trommel screen may be equipped with canvas covers or water <br /> mist to minimize fugitive dust. Compost facility operating personnel are provided with <br /> goggles and respirators. <br /> 3.6.5 Litter Control <br /> One of many operational concerns in the management of the RRF is the control and <br /> management of litter. Litter includes blowing papers and other materials that may become <br /> airborne and carried by the wind away from the working areas at the RRF. The operator <br /> (Forward, Inc.) is concerned with the proper management of litter and compliance with <br /> regulatory requirements for the control of blowing materials. Therefore, a Litter <br /> Management Plan has been and will continue to be implemented at the site as discussed in <br /> this section and Appendix E-2. <br /> Forward conducts an extensive litter collection program on a daily basis to minimize the <br /> impact of litter on the site and on the surrounding area. Site personnel regularly patrol the <br /> overall property and pick up litter blown from the working area on a daily basis and as <br /> needed. If additional assistance is required beyond site personnel, temporary laborers will <br /> be hired. The personnel should not only collect litter from the facility, but also the facility <br /> entrance, public/main roads, and adjoining property, provided the property owner will allow <br /> access. Litter is collected as far north as the intersection of Austin Road and Arch Road, and <br /> as far south as French Camp Road and Austin Road on a daily basis. All litter is collected <br /> along this section of the road. Necessary safety precautions must be followed in the litter <br /> collection program. Litter caught in the fences is removed daily or as necessary. If there is a <br /> need for a portable litter fence, a semi-permanent litter fence will be installed to capture the <br /> litter. The utilization of such a fence will be continually evaluated and the fence will be <br /> relocated or added, as needed. All incoming loads are required to be covered (see landfill <br /> guidelines letter in Appendix A). Crews are assigned to collect litter in remote areas of the <br /> site during periods in which weather conditions cause litter to accumulate in these areas <br /> and along South Austin Road. Once collected, the litter is transported to the landfill. <br /> Collection and transfer vehicles are required to be covered to prevent litter along roadways. <br /> A portable litter vacuum is also available to aid in litter collection (see Table 8). The vacuum <br /> can be used to collect litter that has accumulated on litter fences. <br /> It should be noted that Forward has recently planted poplar trees along the eastern and <br /> western boundaries of the RRF.
