4.0 . ENVIRONMENTAL EFFECTS <br /> 1. A Report of Waste Discharge has been submitted by the operator. The document describes the <br /> project and discusses potential environmental impacts. The conclusion of the report is that the <br /> soils at the site may be amended by the addition of mulch to handle the volume of water <br /> efficiently. The mulch is derived from "green waste" diverted from municipal solid waste landfills <br /> under the AB 939 program. Furthermore, crops to be planted include a variety of field crops, <br /> forage crops, or vegetable crops, which are to be tolerant of irrigation water quality. Testing and <br /> monitoring is proposed to establish that the irrigation water quality and soil characteristics are not <br /> adversely impacted by the irrigation project. The quality of the irrigation water is equivalent to the <br /> quality of ground water. The proposed project represents the land application of a non-hazardous <br /> material in accordance with the best management practices for that material. <br /> 2. The facility was originally the subject of an Environmental Impact Report (EIR) for the olive plant <br /> and a similar, though smaller, operation which was certified by the San Joaquin County Planning <br /> Commission in 1982. It has also received updated Waste Discharge Requirements (WDRs) Order <br /> No. 96-075 for the operation of lined evaporation ponds and has operated under separate WDRs <br /> Order No. 87-132 as a smaller land application project since 1987 on a 4.5 acre portion of the site. <br /> Revised WDRs are proposed for this project. <br /> 5.0 MITIGATION MEASURES <br /> 1. Potential project impacts are less than significant without the implementation of mitigation <br /> measures. Project design features in addition to regulatory compliance and implementation of <br /> monitoring programs (i.e., water quality, vegetation, runoff) as discussed in this Initial Study will <br /> help assure that project impacts are less than significant and that the project is protective of the <br /> environment. <br /> 6.0 FINDINGS <br /> 1. Implementation of the proposed project is consistent with the goals of the Regional Water Quality <br /> Control Board to eliminate or mitigate sources of pollution from the Musco Olive Product's plant. <br /> 2. Implementation of the proposed project will not result in significant environmental effects on the <br /> environment. <br /> -6- <br />
