Central Valley Water Board <br /> staff has reviewed Final Closure Plan for Pond A, Revision 3.0. Included in the Final Closure <br /> Plan is a discussion of soil samples collected to develop background chloride and sodium <br /> concentrations that will be used for comparison to soil samples collected from the secondary <br /> clay liner and native soil beneath Pond A. The Final Closure Plan was submitted as required <br /> under WDR R5-2015-0125. <br /> In an email dated 20 September 2016, staff requested additional information prior to approving <br /> the Final Closure Plan for Pond A, which included the following: <br /> • Complete removal of the LCRS sand <br /> • Management of stockpiles and locations <br /> • Sampling of low-permeability soils on 50-foot centers <br /> • Analyzing native soil beneath the low permeability soil <br /> • Cataloging conditions of low permeability soil <br /> • Provide a drainage plan for the decommissioned pond <br /> • Provide an expanded discussion of the statistical analysis used to develop the <br /> background soil concentration limits, and <br /> • Discuss the soil sample depths with respect to the bottom of Pond A. <br /> The Final Closure Plan satisfies staff's request for more information and meets the conditions of <br /> the 20 September 2016 email, with the exception of two issues, 1) the Final Closure Plan did <br /> not provide a drainage plan for Pond A and 2) the statistical analysis for the development of <br /> background soil concentrations cannot be approved as presented in the Technical Memo <br /> presented in Appendix B. <br /> Drainage of the certified clean closed pond is required due to its proximity to waste <br /> management unit (WMU) Pond B. Title 27, section 20365 (e) states: Surface and subsurface <br /> drainage from outside of a Unit shall be diverted from the Unit.
