41
Musco Family Olive Company -2 - 5 December 2016
Pond B. This plan shall be implemented within 30 days of final confirmation soil sampling of the
secondary clay liner and underlying native material.
Secondly, in an email dated 23 November 2016, staff provided Musco with a review of the
statistical analysis for background soil concentrations. In the email staff provided a reasoning
for not accepting the Background Thereshold Value (BTV), but accepted the 99th percentile
concentration limits for chloride and sodium. The samples collected from the secondary liner
and native material will be compared to the limits accepted.
Summary
Staff concurs with the Musco Final Closure Plan Revision 3.0. Musco may now proceed with
decommissioning the primary liner, the leachate collection and recovery system (LCRS), the
removal of the LCRS sand, and initiate confirmation soil sampling of the secondary clay liner
and underlying native material. In accordance with the WDRs, Musco shall submit a final
closure report by 15 March 2017 documenting the decommissioning of Pond A.
If you have any questions please contact me directly at 916-464-4737 or by email at
tdelfrate@waterboards.ca.gov.
TODD A.
