This plan shall be implemented within 30 days of final confirmation soil sampling of the <br /> secondary clay liner and underlying native material. <br /> Secondly, in an email dated 23 November 2016, staff provided Musco with a review of the <br /> statistical analysis for background soil concentrations. In the email staff provided a reasoning <br /> for not accepting the Background Thereshold Value (BTV), but accepted the 99th percentile <br /> concentration limits for chloride and sodium. The samples collected from the secondary liner <br /> and native material will be compared to the limits accepted. <br /> Summary <br /> Staff concurs with the Musco Final Closure Plan Revision 3.0. Musco may now proceed with <br /> decommissioning the primary liner, the leachate collection and recovery system (LCRS), the <br /> removal of the LCRS sand, and initiate confirmation soil sampling of the secondary clay liner <br /> and underlying native material.
