The following is an itemized list of hazardous waste violations that have not been <br /> addressed for LES SCHWAB TIRES #673 as of November 04, 2020. <br /> Open violations from July 01, 2020 inspection <br /> Violation#113-Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: Copies of consolidated manifest receipts for the disposal of the following quantities of parts <br /> washer hazardous waste from the following dates were not found on site during the inspection: <br /> -20 gallons on 8/9/2017 <br /> -20 gallons on 10/5/2017 <br /> -20 gallons on 11/28/2017 <br /> -20 gallons on 1/22/2018 <br /> -20 gallons on 3/19/2018 <br /> -20 gallons on 7/11/2018 <br /> -20 gallons on 9/5/2018 <br /> -20 gallons on 10/30/2018 <br /> -20 gallons on 12/18/2018 <br /> -20 gallons on 2/12/2019 <br /> -5 gallons on 8/1/2019 <br /> -20 gallons on 9/25/2019 <br /> -20 gallons on 11/20/2019 <br /> -30 gallons on 5/5/2020 <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all of the consolidated manifest receipts from dates above <br /> and maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective action statement <br /> to the San Joaquin County Environmental Health Department. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#301 -Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Metal fines were observed on the ground around the brake lathe. Metal fines were also <br /> accumulated on the brake lathe and the brake lathe bench.An open hazardous waste container storing the metal <br /> fines was observed beneath the brake lathe, indicating the facility manages the metal fines as hazardous waste. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up the metal fines from the ground and the brake lathe. Manage the <br /> waste according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting <br /> documentation to the San Joaquin County Environmental Health Department describing the storage and final <br /> disposition of the cleaned up waste. <br /> Page 5 of 9 <br />
