While the rotation of operations - <br /> has proven satisfactoryt maintenance of the rail facilities does• <br /> not send itself to rotation because of the- lack of continuity ; <br /> or the ability to perform progra=ed maintenance. • 'It is there7= <br /> fore drsirable that maintenance-be under t supervision of e <br /> Port on a continuous basis. _ - <br /> Yn accordance with tentative agreements reached betw <br /> representatives of the txunJc line carriers and the Port. f Stockton, <br /> maintenance of Port track and other railroad facilitie will h <br /> assumed by the port of Stockton and-performed by an o tsida con- <br /> tractor obtained by the Port, Following are the agreed upon pro- <br /> cedures for maintenance of Port tracks: �L►r� <br /> '1. Port Engineer or other. desig*d officer will supervise <br /> maintenance of Port trackage and railroad facilities. <br /> Prior <br /> An appropriate budget will b� prep itureshoneP rt <br /> to May 1 covering maintenance expender commencing July <br /> trackage for the following fiscal. ye <br /> 1 and ending on June 30. This budget will be reviewed <br /> z-3 approved by the engineering committee of the trunk <br /> line carriers. The budget to include lasting of mainten- <br /> ance items by project and estimated cost. <br /> 2. The Port will contract for items on the approved budget <br /> during the fiscal year without need for furthe- authority <br /> from trunk. line carriers. This will include furnishing <br /> initially one laborer on'a full-time basis,to handle the <br /> oiling of switches, weed control and miscellaneous day- <br /> --- _ to-day-rnainteriance items. Items not on the approved <br /> -- --- ice excee - <br /> dingbudget-estinate_'_ - <br /> -- <br /> budget or items bid at a Pr <br /> Will require specific authority from trunk lines engineer- , <br /> ing committee before proceeding. <br />
