leaving a trench about 2 feet wide and 2 feet deep from the dock <br /> to the tank (f=igs . 3, 5a, 6) . The tank was uncovered and on Jan- <br /> uary 30, 1989 the tank was pulled from the ground with a crane <br /> and loaded on a truck for removal . The tank proved to be an old <br /> railway tank car body. The tank was then hauled to Schnitzer <br /> Steel Products Co. , 12800 Folsom Blvd. , Rancho Cordova, CA (App. <br /> # A-3) . Appedix A-!: is a copy o` the covcr letter to the S31-HD <br /> detailing, the disposal of the tank and tanL waste. <br /> As the tank was being removed, a n" square piece of the bottom <br /> fell out and an estimated 50 gallons of P. S. 600 fuel oil leaked <br /> out . the tank pulling was witnessed by the SJLHD. The tank remo- <br /> val left a hole about 12 feet x 28 feet x 14 feet (App. A-7) . <br /> The soil contaminated by the spill from the hole in the tarok <br /> bottom was removed later the same day and stored in the 50 gal . <br /> drums shown on Figures u and 7 . An attempt was then made to ex- <br /> cavate under tle adjacent railroad tracks lying between the tank <br /> site and the concrete loading dock. This couldn ' t be done with <br /> the equipment on hand. The spoil left frog*, digging out the tank, <br /> cleaning the hole left when the tank was removed and the contam- <br /> inated soil from the tank leak were all stored north of the <br /> excavation. The spoil was placed over plastic sheeting and the <br /> drums were capped. <br /> On January 31 , 1989 samples for testing were taken by Canonic <br /> Environmental Labs (DHS certified) from two locations at the pit <br /> bottom and from the trench at the edge of the railroad track. <br /> Two samples were collected at each location. The sampling was <br /> witnessed by a representative of the DHS. SamDlin.g locations are <br /> shown on Figure 3. <br /> The samples were obtained, using standard Canonie Lab QC/QA pro- <br /> cedures . The sampling locations were cleared of all remaining <br /> debris and then laboratory cleaned brass tubes were pushed into <br /> the soil . The tubes were sealed at the ends, capped and placed <br /> on ice and transported to the laboratory. All equipment used was <br /> supplied by Canonie Labs ; routine OA/QC methods were used and <br /> chain-of-custody records were kept . Spiked samples are routinely <br /> run in the laboratory to ensure proper equipment operation, also <br /> sample blanks are routinely run to ensure that the sample con- <br /> tainers are clean and that no foreign substances have entered. <br /> Appendix A-5 is a copy of the original specifications for tests <br /> to be run on the samples. All samples were tested for BTXE by <br /> EPA rnethod 8020 (prep. 5030) and TEPH by GCFID (prep. 3550) . Site <br /> insFaction and discussions with JTO show that the field sketch <br /> of the collection points made by Canonie are incorrect (Appendix <br /> A-4) . The correct sketch and locations are shown on all other <br /> figures in this report. The railroad lies between the excavation <br /> and the warehouse and samples IN and IS were obtained from in- <br /> side the excavation. Sample 3 was taken at the edge of the rail- <br /> 3 <br />
