wHEMMER
San Joaquin Local Health District Re: Soil Re-Excavation Work Plan
March 20, 1989 - Page 2 of 2 2201 W. Washington, Stockton, CA
Revised May- 16,. 1489_ _ _— w_ _
5. Re-e-xcavation & resample steps: At this time we are requesting a re-excavation
and resample. The tank excavation, itself, has been backfilled. It was an area
approximately 12' wide x 28' long x 14' deep. Tota] soil removed from the tank
excavation was approximately 122 cubic yards. The soil sample analysis from the
tank excavation only are as follows: '. (They are shown on drawing "C".)
Sample ID# Tested for analysis
Tank #I-North BTX & E all ND 0.025
1' 11 TEPH ND X10.
Tank #1-South BTX & E all ND 0.025
It
TEPH ND 10.
Our plan is to excavate an area approximately 10 feet wide by 18 feet long to a
depth of 18 feet, if necessary, from the east side of the previous tank excavation
westward under the tracks (see our transmittal letter of May 9, 1989, sending you
a copy of the letter sent to the Port of Stockton by the three railroads involved.).
The soil with an obvious odor and/or discoloration will be stockpiled on site, on
plastic and covered with same. Other excavated soil will be stockpiled on site in
a separate area. Hopefully we will be able to remove all contaminated soil from,
in and around the excavated area. See drawing "C" for proposed excavation area and
placement of newly excavated soil. Drawing "C" also shows the placement of the
sewer line and storm drain.
There will be approximately 117 cubic yards of soil excavated, depending on
the depth of the excavation. See drawing "C" for planned excavation to 18 feet.
We plan to take 1 bottom sample from the excavated area as shown on drawings "C"
an' ", which alsc shows proposed sampling locations of the previously removed
stockpiled soil and the site of the newly excavated soil stockpile area. Drawing
"D" is a side view of the proposed excavation and shows the area of the previous
tank excavation. On drawing "D" there is also a top view of the proposed excava-
tion area. Drawing "D" shows the proposed side wall samples in 5 foot intervals
(1 in each sidewall) starting at 5' below grade through 18' (IE ec 12', and l7
We will be prepared to take as many samples as the SJLHD deems necessary. We will
test to TEPH and BTX & E (see highlighted area of the attached copy of Tank Plan
Review Checklist-Minimum Verification Lab Analyses). If water is encountered, we
will be prepared to take water samples and test as requested.
Hopefully the sample result levels are low enough to allow remediation of
the excavated soil on site.
If the level of contaminates show too high for remediation, the soil will
be transported to a proper hazardous waste facility for disposal, namely Kettleman
City, or possibly a Class 2 site, such as Forward, Inc, If the soil is removed
from the site, it shall be transported under proper licensure. Any manifests
produced during transfer shall have a copy provided to SJLHD within 30 days.
-Sampling-_could- be- scheduled within one week following your review of
this work plan. Advance inspection notice of at leas 48_hours will-be -given
to SJLHD for resampling inspection. The sample analysis should be ready for
your review within two weeks after they have been taken.
