Weitzenberg uN' <br /> Gentlemen: <br /> Maintenance and operation of Port of Stockton trackage and <br /> railroad facilities are being performed by the trunk carriers on <br /> an alternating annual basis. While the rotatioai of operations - <br /> has Proven satisfactory, maintenance of the rail facilities doaq. <br /> not lend itself to rotation because--of the•lads of continuity <br /> or the ability to perform programmed maintenance. . 'St is ther5" <br /> fore desirable that maintenance be under they supervision of e <br /> 'ort on a continuous basis. . . <br /> In accordance with tentative agreements reached betw <br /> representatives of the trunk line carriers and the Port.. f Stockton, <br /> maintcmance of Port t=ack and other railroad facilitie will be <br /> asIn d by the Port of Stockton and performed by ane tsida con- -. <br /> tractor obtained by the Port. Following are the agreed upon pro- <br /> cedures for maintenance of Port tracks: <br /> 'I. Port Engineer or other desig*d officer will supervise <br /> maintenance of Port trackage and railroad facilities. <br /> An appropriate budget will be prepared each year prior <br /> to May 1 covering maintenance expenditures on Port <br /> trackage for the following fiscal year commencing July <br /> 1 and ending on June 30. This budget will be reviewed <br /> z - 1 approved by the engineering committee of the trunk <br /> line carriers. The budget to includes listing of mainten- <br /> ance items by project: and estimated cost. <br /> 2. The Port will contract for items on the approved budget <br /> during the fiscal year without need for further authority <br /> from trunk line carriers. This will include furnishing <br /> initially one laborer on'a full,-time basis.to handle the <br /> switchesf weed_control and-miscellaneous day- <br /> to-day maintenance items. Items not on the approved <br /> budget or items bid at a price exceeding budget estimate- <br /> will require specific authority from trunk lines engina'ar- <br /> ing committee befors proceeding. ' <br />
