The Report provides the results of the sampling of
four temporary vapor wells on 30 June 2010 (V1 through V4), and the soil vapor resample event
conducted on 13 September 2010 (V5 through V7) due to high tracer gas results for V2 through
V4 (isopropyl alcohol, 15,000 to 270,000 micrograms per cubic meter, or ug/m3, respectively),
an indication of introduction of atmospheric air into the vapor samples, and due to vapor results
for petroleum hydrocarbons in V2 (benzene, 310 ug/m3 and 1,2-dichloroethane, 280 ug/m3) that
exceeded the San Francisco Bay Regional Water Quality Control Board Environmental
Screening Levels (ESLs) for soil gas. While soil gas results did not exceed the ESLs at V1 and
V3, and although petroleum hydrocarbons were not detected in V4, the high tracer gas level
may have diluted or biased the sample results for V2 through V4. During the second sample
event, no tracer gas or petroleum hydrocarbons were detected in soil vapor from V5 through V7
(located adjacent to sample locations V2, V3, and V4). The Report recommends the site be
considered for closure.
I concur that, with no exceedances of soil gas ESLs and no tracer gas detected during the
second vapor intrusion investigation, risk from vapor intrusion has been addressed and site
closure may be appropriate for this case. Please submit a closure report by 30 January 2011,
written in accordance with Appendix A — Reports, Tri-Regional Board Staff Recommendations
For Preliminary Investigations and Evaluation of Underground Tank Sites, 16 April 2004, which
may be downloaded electronically from our website at
http://www.waterboards.ca.gov/centraIvaIIey/water issues/underground storage tanks/tri-
regionals appendix a.pdf. Upon my review of the closure report, additional directions for
continuing the closure process will be provided to you.
