UST CASE CLOSURE, ERNIE'S GENERALS RE, 4407 EAST WATERLOO <br /> ROAD, STOCKTON, SAN JOAQUIN COUNTY, CASE NO. 390796 <br /> Site Background <br /> Ernie's General Store (Site) is currently an active service station and convenience store <br /> located at 4407 East Waterloo Road in Stockton, San Joaquin County (Figure 1). The area is <br /> primarily commercial along East Waterloo Road (State Highway 88). A leak in the dispenser <br /> piping was discovered and repaired in November 1993. In January 1999, one 12,000-gallon <br /> and two 10,000-gallon fuel underground storage tanks (USTs) were removed and replaced. <br /> Available reports and case file letters use the designation fuel and give no indication which <br /> USTs contained gasoline or diesel. The fate of the excavated soil is not discussed in the <br /> available reports. Based upon the confirmation sample results, the San Joaquin County <br /> Environmental Health Department (SJCEHD) issued an Unauthorized Release Form on <br /> 9 March 2001. A series of soil and groundwater investigations were conducted from 2001 to <br /> 2007 to define vertical and lateral extent of petroleum hydrocarbons contamination. <br /> On 16 April 2010, the SJCEHD transferred the lead agency to the Regional Water Quality <br /> Control Board for non-compliance by the Responsible Party (RP) with their directives to <br /> implement corrective action due to numerous delays and requests for extensions over multiple <br /> years, changes in proposed treatment equipment, delays with procuring electrical power, and <br /> a reported lack of funding. <br /> Historical soil results are in attached Table 2.
