Pacific Ethanol, Inc. <br /> According to the manager, Pap6 Machinery services several machines and takes the used <br /> oil and oil filters back with them. Per California Health & Safety Code (HSC) 25163, a <br /> valid hazardous waste transporter license is required to transport hazardous waste. Per <br /> Title 22 California Code of Regulations (CCR) 66266.130, oil filters that are not <br /> completely drained need to be managed as hazardous waste. If the oil filters are <br /> completely drained, they can be disposed of via recycling. A bill of lading needs to be left <br /> with the facility for drained oil filters. Per 22 CCR 66266.130 (c)(5), a bill of lading <br /> needs to indicate: the generator and transporter, the receiving company names, addresses <br /> and telephone numbers, the quantity and size of the used oil filter containers transferred, <br /> and the date of transfer. If the oil filters are being taken as recycling, immediately start to <br /> store the bill of ladings when the waste leaves the site. <br /> PES Response: The facility contacted Pape Machinery requesting such documentation. <br /> Please see the attached email response. They provided a manifest for where they send the <br /> oil and oil filters, which is included in this submission. They have also, to comply with <br /> this regulation, created a form for future use.
