3.4 Training and Drills <br />3.4.1 Purpose <br />The purpose of this appendix is to describe the content and frequency of training that will be <br />required for employees with responsibilities related to incident response. It will also describe <br />how training records are to be documented. <br />3.4.2 Scope <br />This plan applies to all employees with designated responsibilities for incident response and <br />spill response. <br />3.4.3 Responsibilities <br />The Incident Commander (IC) will be responsible for implementing this plan. The IC shall be <br />responsible for ensuring that new employees receive initial training, and that all employees <br />receive refresher training at the scheduled frequency.
