• Hazard Communication Program <br />Each employee is tested on the training material listed above. The test may be a written test, <br />oral test, or actual demonstration of skills. <br />Select In -Plant Personnel <br />• Use of various types of fire extinguishers; <br />• First aid, including cardiopulmonary resuscitation (CPR); <br />• Shutdown procedures; <br />• Defensive chemical spill control procedures, such as diking and ditching, and <br />other defensive procedures which do not require chemical protective clothing; <br />• Use of respirators: <br />Incident Commanders <br />• Selection of specialized Personal Protective Equipment (PPE); <br />• Detailed knowledge of hazardous chemicals on site; <br />• Knowledge of plant shutdown sequences; <br />• Knowledge of chain -of -command reporting to IC; <br />• Emergency Action Plan implementation; <br />• 24 -Hour HAZWOPER training; <br />• Limits, hazards and risks associated with PPE; <br />• Federal, state and local regulations and emergency response plans; and <br />• Knowledge in and training on the Incident Command System (ICS). <br />3.4.6 Refresher Training <br />Following the initial training, each employee will receive EAP refresher training at least <br />annually. Each employee is tested on the refresher training material. The test may be a <br />written test, oral test or actual demonstration of skills. <br />The ICs (24-hour HAZWOPER certified) must also maintain this certification by completing <br />the annual 8 -hour HAZWOPER refresher course. <br />All training shall be documented. The documentation shall include the type of training <br />received, the name of the employee, the date of training, and the employee's test score. This <br />documentation may be kept electronically, as in a computer database or spreadsheet, or it <br />may be kept in a paper filing system. Documentation will be maintained for at least three <br />years. <br />3.4.7 Drills and Exercises <br />Incident response exercises and drills will be conducted annually by the facility to prepare all <br />employees for actual response activities.
