According to the manager, <br />Pape Machinery services several machines and takes the used oil and oil filters back with them. Per California <br />Health & Safety Code (HSC) 25163, a valid hazardous waste transporter license is required to transport hazardous <br />waste. Per Title 22 California Code of Regulations (CCR) 66266.130, oil filters that are not completely drained need <br />to be managed as hazardous waste. If the oil filters are completely drained, they can be disposed of via recycling. <br />A bill of lading needs to be left with the facility for drained oil filters. Per 22 CCR 66266.130 (c)(5), a bill of lading <br />needs to indicate: the generator and transporter, the receiving company names, addresses and telephone numbers, <br />the quantity and size of the used oil filter containers transferred, and the date of transfer. If the oil filters are being <br />taken as recycling, immediately start to store the bill of ladings when the waste leaves the site. <br />This is a minor violation. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by January 5, 2019. <br />Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
