San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sigov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TARGET T2347 16858 GOLDEN VALLEY PKWY, LATHROP January 29, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> -The following items were observed not containerized on a shelf in the Exchanges& Returns area of the facility <br /> (see photo IMG 3878): <br /> -A Wet Platinum Silicone Lubricant Serum labeled"ST"for State Regulated Waste and dated 1/29/19(see photo <br /> IMG 3879). <br /> -A Party String Mul Grafix Can labeled"FL"for Flammable,Aersol/Toxic, Ignitable and dated 1/29/19(IMG 2880). <br /> -A Sensodyne ProNamel Mint toothpaste labeled"ST and dated 1/29/19(IMG 3881). <br /> -A package of two Dove soap bars labeled"ST and dated 1/29/19(IMG 3882). <br /> -A package of two Little Remedies Infant Acetaminophen labeled"ST and dated 1/29/19(IMG 3883-3884). <br /> According to Danielle Heuston, Executive Team Leader,these items should have been placed in a closed tote <br /> labeled ESIM,which would then be taken to the hazardous waste storage area of the facility by the end of the day <br /> so that the items may be sorted into their appropriate bins.According to Danielle and Thomas Hunter, also an <br /> Executive Team Leader,the ESIM bin for the Exchanges& Returns area was taken to the hazardous waste storage <br /> area of the facility and had not been returned. <br /> -A lip gloss bagged and closed with a zip tie, labeled"ST and dated 1/19/19,was found on the floor beneath a <br /> shelf in the Exchanges& Returns area of the facility(IMG 3890). <br /> -The following was found in the hazardous waste storage area in the back of the facility: <br /> -An open container of Tide laundry detergent was found bagged, labeled"ST,"and dated 1/16/19 in an open <br /> unlabeled tote(IMG 3897-3900). <br /> -A bottle of Head&Shoulders shampoo was found missing the cap, inside an open unlabeled cardboard box <br /> which was inside an open unlabeled tote.The open shampoo bottle was next to three more capped bottles the <br /> shampoo,which appeared to have spillage on them from the open bottle of shampoo(IMG 3901).The spillage was <br /> also found on a cardboard box containing three containers of laundry detergent capsules(IMG 3902).Thomas <br /> Hunter, an Executive Team Leader, could not verify how long the spillage was sitting there, and stated he would <br /> have an employee clean-up the spillage and open bottle of shampoo and manage them as hazardous waste. <br /> -Eight bottles of Yellow Tail Cabernet Sauvignon were found not containerized, on a shelf in the hazardous waste <br /> storage area, and individually labeled"ST and dated 1/10/19(IMG 3924-3925). <br /> -Ten bottles of Barefoot Pink Moscato were found in an unlabeled open cardboard box, and individually labeled <br /> "ST and dated 1/7/19(IMG 3927-3930). <br /> All the items listed above were identified as hazardous waste by Danielle Heuston and Thomas Hunter, Executive <br /> Team Leaders, at the time of inspection. <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. <br /> Immediately close these containers and ensure all hazardous waste containers are closed when not adding or <br /> removing waste. <br /> This is a Class II violation. <br /> FA0019051 PRO528987 SC001 01/29/2019 <br /> EHD 22-01 Rev.09/22/16 Page 9 of 12 Small Quantity Hazardous Waste Generator OIR <br />
