San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sigov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TARGET T2347 16858 GOLDEN VALLEY PKWY, LATHROP January 29, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> -An aerosol can of Loreal Paris Magic Root Cover Up labeled"FL"and dated 1/28/19(IMG 3943-3944). <br /> -Four unlabeled empty containers of Kay Liquid Bleach, four of which were missing caps and only one of which <br /> was placed in an open bag(IMG 3945-3946). <br /> -The following was found sitting on a PVC pipe that appeared to be mounted to a wall near the trash compactor in <br /> the back of the facility: <br /> -A broken tube of Loreal Ever Creme Deep Nourishing Conditioner.The conditioner inside the tube was visible <br /> where the tube was broken(IMG 3992-3993). <br /> -A bottle of Up& Up Lavender Scent Concentrated Low-Splash Bleach was found with black staining on the <br /> outside of the bottle(IMG 3992). <br /> According to Thomas Hunter, an Executive Team Leader,the conditioner and the bleach were placed on the PVC <br /> pipe the day of the inspection and he stated that items placed in this area are removed, processed, and placed in <br /> the hazardous waste storage area at the end of each day. <br /> All of the items listed above,except the Quest Protein Cookies,were identified as hazardous waste by Danielle <br /> Heuston and Thomas Hunter, Executive Team Leaders at the time of inspection.According to Thomas, an <br /> employee was beginning to sort the individually labeled hazardous waste items into their appropriate bins, and he <br /> showed me three filled out hazardous waste State Regulated Waste tote labels on a desk, two of which were dated <br /> 1/29/19(IMG 3923). <br /> The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper <br /> waste handling and emergency procedures. <br /> Provide proof of refresher training and training materials to the EHD for employees whose responsibilities include <br /> hazardous waste. <br /> This is a Class II violation. <br /> FA0019051 PR0528987 SCO01 01/29/2019 <br /> EHD 22-01 Rev.09/22/16 Page 6 of 12 Small Quantity Hazardous Waste Generator OIR <br />
