The 55 gallon drum of used oil filters was observed without a label. Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters,"and marked with an accumulation start date. Immediately label the drum of drained used oil filters and ensure that all used oil filters are managed in this way. CORRECTED ON SITE. One 55 gallon drum of drained used oil filters were observed without an accumulation start date. Facilities that generate up to one ton of used oil filters per year may store the filters up to one year. Facilities that generate one ton or more of used oil filters may store the filters for up to 180 days. Immediately recycle these filters under a bill of lading and submit a copy of the bill of lading to the EHD. This is a minor violation. Overall Inspection Comments: The following minor violations were corrected on site and are noted here as it is the first time the violations were observed at this facility: The used oil tank was not labeled. All hazardous waste tanks shall be marked with the words "Hazardous Waste" and the accumulation start date. Immediately ensure that all hazardous waste tanks are marked with the required information. CORRECTED ON SITE. A complete modified contingency plan was not posted at the facility. The business operator must post the following information next to telephones or in areas directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the fire department unless the facility has a direct alarm. CORRECTED ON SITE A complete modified contingency plan with an assigned emergency coordinator was not posted at the facility. The emergency coordinator or his designee must respond to any emergencies that arise. The business operator must post the following information next to telephones or in areas directly involved in the generation and accumulation of hazardous waste: the name and emergency telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the telephone number of the fire department unless the facility has a direct alarm. CORRECTED ON SITE. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by September 19, 2019.
