S A N J O A Q U I N Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> JOHN DONDERO FARMS INC 1 1700 N MURRAY RD, LINDEN August 19, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> The 55 gallon drum of used oil filters was observed without a label. Used oil filters shall be drained of free-flowing oil, <br /> stored in a closed, rainproof container, labeled as"drained used oil filters,"and marked with an accumulation start <br /> date. Immediately label the drum of drained used oil filters and ensure that all used oil filters are managed in this <br /> way. CORRECTED ON SITE. <br /> One 55 gallon drum of drained used oil filters were observed without an accumulation start date. Facilities that <br /> generate up to one ton of used oil filters per year may store the filters up to one year. Facilities that generate one <br /> ton or more of used oil filters may store the filters for up to 180 days. Immediately recycle these filters under a bill <br /> of lading and submit a copy of the bill of lading to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> The following minor violations were corrected on site and are noted here as it is the first time the violations were <br /> observed at this facility: <br /> The used oil tank was not labeled. All hazardous waste tanks shall be marked with the words "Hazardous Waste" <br /> and the accumulation start date. Immediately ensure that all hazardous waste tanks are marked with the required <br /> information. CORRECTED ON SITE. <br /> A complete modified contingency plan was not posted at the facility. The business operator must post the following <br /> information next to telephones or in areas directly involved in the generation and accumulation of hazardous waste: <br /> the name and emergency telephone number of the emergency coordinator, the location of fire extinguishers and <br /> spill control material, and the telephone number of the fire department unless the facility has a direct alarm. <br /> CORRECTED ON SITE <br /> A complete modified contingency plan with an assigned emergency coordinator was not posted at the facility. The <br /> emergency coordinator or his designee must respond to any emergencies that arise. The business operator must <br /> post the following information next to telephones or in areas directly involved in the generation and accumulation of <br /> hazardous waste: the name and emergency telephone number of the emergency coordinator, the location of fire <br /> extinguishers and spill control material, and the telephone number of the fire department unless the facility has a <br /> direct alarm. CORRECTED ON SITE. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by September 19, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
