PUBLIC HZALTH SEICr-j -
V ,aQp o
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Of: icer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
2091468-3420 FILE C
JAMES GIOTTONINI APR 12 1999
PUBLIC WORKS DIRECTOR
CITY OF STOCKTON
425 N EL DORADO
STOCKTON CA 95202
RE: City of Stockton sites in the Local Oversight Program
A meeting was held on March 29, 1999 at the office of San Joaquin County Public Health
Services, Environmental Health Division (PHSIEHD). Representatives from the City of Stockton
were you and John Fukomoto. PHS/E--HD representativ s were Margaret Lagorio, Ron Rowe and
Jeff Wong. The following is a summary of the site discussions and follow up comments by
PHSIEHD.
Fontana Drive at Smith Canal
The monitoring well that previously had free product no longer has measurable product
that can be removed by the skimmer that was i stalled. There is still sheen on the water
so a groundwater sample has not been collected for lab analysis. PHSIEHD
recommended you discuss with your consultant methods of showing the plume is stable
and declining (i.e. high volume purging to see if the sheen diminishes and a groundwater
sample can be collected for analysis).
110 W.Sonora
The vapor extraction pilot test that was to be performed in November 1998, couldn't be
performed because of a problem with vapor well V2 which had to be destroyed. A test is
now scheduled for April 22, 1999. Once feasibility test have been conducted a Corrective
Action Plan can be prepared and submitted to HSIEHD.
1740 Houston
Monitoring well (MW) 3 has been located. Qua terly sampling of all the monitoring wells is
to occur, including MW3 . if the analytical resul s of the water from MW3 indicates the
well is still viable, then the work plan for installa ion of two additional monitoring wells can
be enacted.
6803 Alexandria
PHSIEHD requested concurrence on closure of this site from the Central Valley Regional
Water Quality Control Board (CVRWQCB). Their 30 day response time is over and there
has been no response. A monitoring well destruction plan, a permit application and $89
permit fee should be submitted to PHSIEHD. After the monitoring well has been
destroyed, a"no further action required"letter will be prepared by PHSIEHD.
1116 First
Two additional monitoring wells have been inst [led. A report of this work is to be
submitted to PHSIEHD for comment.
A Division of San Joaquin County Ifealth Care Services
