SAN JOARU <br />.�_,u;� I <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />WILSON WAY CHEVRON <br />437 N WILSON WAY, STOCKTON <br />February 04, 2020 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />209 <br />CCR 2716(a -e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. <br />OBSERVATION: The designated operator inspections for the following months were performed more than 30 days <br />after the previous inspection: <br />- Initial inspection on 1/2/20, next inspection performed on 2/3/20 (32 days) <br />REGULATION GUIDANCE: The designated operator visual inspections shall be conducted within 30 days or less of <br />the previous inspection. <br />CORRECTIVE ACTION: Ensure that all designated operator inspections are performed within the required time <br />frames. <br />OBSERVATION: The designated operator failed to check and note all required items on the visual inspection <br />reports. The incorrect and missing information included the following from the inspection reports: <br />-CERS ID was left blank. <br />-The question regarding appropriate alarm response was marked NA although four sensors went into alarm since <br />the previous inspection. <br />-The 87 fill sump, 87 STP sump, and 91 STP sump were not inspected during the 2/3/20 inspection despite alarms <br />occurring for all three on 1/11/20. <br />REGULATION GUIDANCE: During the visual inspection, the designated operator shall check that all required <br />testing and maintenance for the UST system have been completed and shall check all required items on the report. <br />CORRECTIVE ACTION: Ensure that designated operators performing visual inspections at this facility are including <br />all of the required information on the reports. <br />OBSERVATION: The designated operator failed to document all the alarms from the attached alarm history on the <br />designated operator inspection report and failed to check that they were responded to appropriately. The missing <br />alarms include: Sensor out alarms on 1/11/20 on the L2 (87 fill sump sensor), L3 (87 STP sump sensor), L4 (91 <br />annular sensor), and L6 (91 STP sump sensor). <br />REGULATION GUIDANCE: During the inspection, the designated operator shall review the alarm history since the <br />previous inspection, check that each alarm was documented and responded to appropriately, and attach a copy of <br />the alarm history with documentation taken in response to any alarms to the inspection report. <br />CORRECTIVE ACTION: Ensure that designated operators performing inspections at this facility are including all of <br />the required information on the reports. <br />This is a repeat violation, Class II. <br />FA0002313 PR0506406 SCO01 02/04/2020 <br />EHD 23-01 Rev. 9/20/2019 Page 5 of 7 Underground Storage Tank Program OIR <br />1868 E.
