SAN JOA UIN <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />WILSON WAY CHEVRON <br />437 N WILSON WAY, STOCKTON <br />February 04, 2020 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />306 <br />CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest <br />opportunity. <br />OBSERVATION: The 208 sensor in UDC5/6 was observed to be on the its side and not located to detect a leak at <br />the earliest opportunity. <br />REGULATION GUIDANCE: Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br />possible opportunity. <br />CORRECTIVE ACTION: The sensor was relocated to the lowest point of the sump by the service technician. <br />Ensure that all monitoring equipment is maintained and located to detect a leak at the earliest opportunity. <br />This was corrected on site. <br />This is a Class II violation. <br />320 <br />CCR 2635, 2637.2, 2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br />prevention. <br />OBSERVATION: The site does not have an approved overfill prevention system. According to the CERS tank forms <br />and the overfill prevention report dated 2/12/19, the site is using only ball floats, no probes, no flappers, with <br />single -walled vent lines and single -walled risers. This is not an approved method of overfill prevention. <br />REGULATION GUIDANCE: All underground storage tanks shall be equipped with an overfill prevention system that <br />does not allow for manual override and meets one of the following requirements: <br />1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an <br />audible and visual alarm; or <br />2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs <br />when the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes <br />before the tank overfills; or <br />3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity; or, <br />4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are <br />exposed to product due to overfilling. <br />CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to install an <br />approved overfill prevention system. Replacement of a mechanical flapper valve requires a permit and inspection <br />by the EHD. If an external audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an <br />approved overfill prevention system can't be installed immediately, there is a possibility that the [GRADE] UST <br />system may be red tagged to prevent fuel inputs. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />The monitoring system certification was conducted 2/4/20 and was not witnessed by EHD. Looked inside all <br />sumps and UDCs. Verified sensor locations and piping communication.
