Based on the types of violations observed,the facility employees are not trained on proper hazardous waste(HW) handling or the training provided has been inadequate. The following observations were made at the time of inspection: -An open cardboard box labeled"Hazmat"containing various items was observed on a black bench next to register 1 in the store.According to Lacie Geiszler, assistant store manager, the box of items was placed near register 1 on the previous day and was waiting to be processed and placed in a HW tote, but she did not know who placed the box of items near register 1.The cardboard box contained the following items(see photos IMG 5869-5904): o A bag labeled "Hazardous Waste"containing rags or wipes that appeared to be used for cleaning. Lacie stated the wipes were from a pack of Electronics Wipes.When Lacie scanned the pack of wipes,the hand-held scanner stated "See guide"for the disposal code. o Three broken and partially empty 64 fl. oz. containers of LA's Totally Awesome Original Laundry Detergent. The liquid detergent inside the containers had solidified.The scanner indicated the detergent should be placed in a State-Regulated, Toxics, Electronics, OTC Pharmaceuticals, Universal Waste(STOU)HW tote for disposal. o A partially empty 64 fl. oz. container of LA's Totally Awesome Stain Lifter Laundry Detergent.The scanner indicated the detergent should be placed in a STOU HW tote. o A single-bag labeled"Hazardous Waste"containing two partially empty 12.6 fl. oz. containers of Palmolive Essential Clean Original dish soap, and dish soap that leaked out of the containers and into the bag. The bag did not contain absorbent. The scanner indicated the dish soap should be placed in a STOU HW tote.According to the Dollar Tree California Training Guide of Hazardous Waste Handling and Processing Procedures, absorbent is to be added to a bag containing a leaking item to absorb any free liquid, and if a significant amount of liquid is still present in the container,the container should be double-bagged. o Four broken prayer candles.The scanner stated"See guide"for the disposal code. o A bag labeled "Hazardous Waste"and "Windex"containing used paper towels. o A bag labeled "Hazardous Waste"containing used paper towels. o A bag labeled "Hazardous Waste"containing an empty bottle of Energy Shot B12 Acai Pomegranate o An open partially empty 10 fl. oz. container of Bolero Coconut Cream &Vanilla Body Lotion with a missing cap. o A 3.9 oz. open container of Flarp! Noise Putty,which was missing a majority of the putty.The container still had a small amount of putty, some of which reached the outside of the container.The scanner indicated the putty should be placed in a STOU HW tote. o An open box containing Assured Allergy Diphenhydramine HCl 25 mg capsules. Capsules were missing from the box.The scanner indicated the capsules should be placed in a STOU HW tote. o A Duracell D size battery o A red glow stick o A plastic green egg-shaped electronic toy/light o A black speaker o A plastic penguin electronic toy o A plastic eye electronic toy o A box containing Ultimate 100% Pure Turmeric capsules.The scanner stated"See guide"for the disposal code. Lacie did not know what had happened to the missing liquids, allergy capsules, nor the missing noise putty that were once in the containers mentioned above.
