SAN J O A Q U I N Environmental Health Department <br /> -- <br /> COUNTY—— AMENDED <br /> 9/24/2019 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: TDate:ALEXANDERS DIESEL REPAIR 1055 S STOCKTON ST, STOCKTON ember 19, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION:The wash bay area on the west side of the facility was covered with heavy oily staining. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire,explosion,or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil,or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean all saturated oil spots. Manage the waste according to Title 22 <br /> California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up <br /> waste. <br /> This is a repeat violation, Class II. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION:The following open hazardous waste storage containers were observed on-site: In the wash bay, <br /> one trash can containing used oil and oily debris(1/3 full)was missing a lid. In the bay that borders the wash bay, <br /> three 15 gallon drain pans containing used oil(full)were missing lids. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage,except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close the containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class II. <br /> 501 CCR 66262.34(f)Failed to completely label stationary hazardous waste tanks. <br /> OBSERVATION: In the wash bay area: <br /> -One 250 gallon used oil tank had an illegible hazardous waste label. <br /> -One 105 gallon used antifreeze tank was missing a hazardous waste label. <br /> REGULATION GUIDANCE: All hazardous waste tanks shall be marked with the words"Hazardous Waste"and the <br /> accumulation start date. <br /> CORRECTIVE ACTION: Label the hazardous waste tanks with the words"Hazardous Waste"and the accumulation <br /> start date.
