SAN J O A Q U I N Environmental Health Department <br /> CC)U N TY--- AM LADED <br /> 9/24/2019 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> ---] <br /> Facility Name: Facility Address: Date: <br /> ALEXANDERS DIESEL REPAIR 1055 S STOCKTON ST, STOCKTON September 19, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 120 CCR 66266.81(a)(4)(B)Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br /> OBSERVATION: Bills of lading for the recycling of lead acid batteries from 9/19/2016-9/19/2019 were not found on <br /> site. <br /> REGULATION GUIDANCE: <br /> (A)The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR <br /> section 1161,to record the shipment of spent lead-acid storage batteries to a person who stores the batteries or <br /> who uses, reuses, recycles or reclaims the batteries or their components. <br /> (B)The generator shall retain,at the generator's place of business for at least three years,a legible copy of each <br /> manifest or bill of lading which identifies spent lead-acid storage batteries shipped to a person who stores the <br /> batteries or who uses, reuses, recycles or reclaims the batteries or their components. <br /> CORRECTIVE ACTION: Provide copies of battery core bill of lading records for 2019 and a corrective action <br /> statement to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class ll. <br /> 202 HSC 25189.5(a)Disposed or caused disposal of HW at an unauthorized point. <br /> OBSERVATION: Heavy oily staining was observed on the ground in the wash bay and used oil was observed in the <br /> wash bay drains.The wash bay drains flow through an oil-water separator. Hazardous wastes shall be disposed of <br /> only by transportation to a permitted hazardous waste treatment,storage, and disposal facility(TSDF)or other <br /> authorized point. <br /> REGULATION GUIDANCE: The disposal of any hazardous waste,or the causing thereof, is prohibited when the <br /> disposal is at a facility which does not have a permit from the department issued pursuant to this chapter,or at any <br /> point which is not authorized according to this chapter. <br /> CORRECTIVE ACTION: Immediately cease disposal of used oil in the wash bay and clean out the drains, <br /> downstream piping,and the oil-water separator.
