They were helpful in troubleshooting <br /> mechanical problems with heavy equipment and breathing air <br /> delivery systems . They were designated as field spotters for <br /> the trackhoe operator and monitored for dangerous situations, <br /> located burning tires and maintained constant radio <br /> communications . They also assisted in video documentation and <br /> infrared survey activities . This was the first time EPA Region 9 <br /> used the services of the USCG District Response Advisory Team <br /> (DRAT) . The DRAT has a high-tech portable infrared camera. The <br /> infrared survey team was very proficient with this technology. As <br /> a precautionary measure, several infrared surveys were conducted <br /> in an attempt to locate potential hotspots in the landfill area. <br /> D. Actions Taken by Contractors, Private Groups, and <br /> Volunteers <br /> FOSC contract support was supplied by EPA contractors, ERCS <br /> and START. ERCS provided the necessary personnel, equipment and <br /> materials to perform the mitigation. ERCS did an excellent job in <br /> quickly mobilizing the appropriate number and type of equipment <br /> needed to perform the removal action. The Response Manager <br /> demonstrated proficiency in large earth moving projects and <br /> provided excellent management of field operations . The equipment <br /> operators were very experienced and undaunted by the task of <br /> constructing a ramp down an extremely steep sided and unstable <br /> canyon wall surrounded by burning tires and dense black smoke . <br /> START served as a technical advisor and a central information <br /> collection point for the FOSC. START performed air monitoring and <br /> soil sampling and sent out polreps on a regular basis . <br /> E. Actions Taken by PRPs <br /> The PRPs did not participate in any phase of the removal <br /> action. However, Manuel Jr. was cooperative and provided useful <br />
