I , <br /> PANOCHE BURN SITE REMEDIATION <br /> 3.2.1 Weekly Project Status <br /> To document the remediation process, CH2M HILL and the CIWMB staff completed daily <br /> construction reports and progress summaries. The following weekly summaries are extracted <br /> from the CH2M HILL and CIWMB Construction Manager's Daily Status Reports, project <br /> correspondence, and documents in the CIWMB project files. Appendix F contains more <br /> detailed information about the project, including the daily construction and inspection reports <br /> and Sukut's Daily Work Reports of Personnel and Equipment. A complete photographic log <br /> of remediation activities is included in Appendix G. <br /> The progress schedule from the Sukut's work plan estimated a project duration of approxi- <br /> mately 30 work days (6 weeks) after mobilization, using 10-hour work days, with completion <br /> during the week of November 18, 1996. <br /> Week 1 -9/23/96 through 9/27/96 <br /> On September 25, 1996, the CIWMB Board approved the preliminary cost estimate of <br /> $450,000 for the Panoche Burn Site Remediation with Resolution 96-400. The CIWMB filed <br /> a Notice of Exemption with the State Clearinghouse on September 27, 1996. <br /> Week 2 -9/30/96 through 10/4/96 <br /> Sukut prepared a Site-Specific Work Plan (WP) and submitted the information to the <br /> reviewing agencies for comment and review. The WP included project overview, scope of <br /> services, project schedule, site-specific health and safety plan, and cost estimate. The WP was <br /> approved by the CIWMB with minor modifications to dust control methods. <br /> Week 3 - 10/7/96 through 10/11/96 <br /> CH2M HILL completed the final design report and specifications and submitted the report to <br /> the reviewing agencies. Initially, the retention basin was designed to hold the 100-year storm <br /> and release the 1,000-year event. After discussions with the California DFG and the Central <br /> Valley RWQCB, the elevation of the spillway was lowered to decrease the "attractiveness" of <br /> the retention basin to wildlife yet still maintain a large.enough retention basin to capture <br /> sediment. The retention design was field-adjusted to fit the canyon. <br /> Week 4- 10/14/96 through 10/18/96 <br /> Sukut mobilized equipment to the site, set up a source for construction water, and performed <br /> health and safety training and medical monitoring of personnel. After a review of the Sukut's <br /> WP, the DFG requested native plant and seeding be used with erosion control netting and <br /> Ion--term monitoring and maintenance. The CIWMB engineer provided erosion <br /> specifications and seed mix, which is listed in the final design report. <br /> Week 5 - 10/21/96 through 10/25/96 <br /> Decontamination procedures were practiced, and personnel exposure monitoring began. <br /> Sukut began pushing the ash down the canyon side slopes and consolidating the ash in a <br /> designated area at the upper end of the canyon. Because fugitive dust was increasing, the <br /> CIWMB engineer requested Sukut to supply additional dust control. A survey crew was <br /> onsite to provide control, lay out the new retention dam, and stake the drainage swales at the <br /> CIWMB 12 <br />
