LFR Inc. <br /> regarding the CEQA IS, and providing regulatory oversight regarding hazardous <br /> material classification, removal, transportation, and cleanup goals. <br /> The RWQCB provides regulatory oversight for issues related to the groundwater <br /> quality at the Site; in particular, the RWQCB's role is to ensure that the RAO will <br /> provide sufficient protection of groundwater at the Site. <br /> 2.0 PREVIOUS INVESTIGATIONS <br /> The U.S. Environmental Protection Agency (U.S. EPA) Emergency Response Section, <br /> under the authority of the Comprehensive Environmental Response, Compensation and <br /> Liability Act (CERCLA) and Superfund Amendment and Reauthorization Act (SARA), <br /> directed its contractor, EEI, to conduct a preliminary RI/FS of the Site. Field sampling <br /> activities were conducted from October 15 through December 13, 2001. The purpose <br /> of the preliminary RI/FS was to determine the impact on soil and groundwater quality <br /> at the Site due to the tire fire. Additionally, analytical data were gathered to determine <br /> the extent of contamination at the Site and to characterize waste for removal by the <br /> CIWMB. The preliminary RI/FS data were summarized in the "Tracy Tire Fire Site <br /> Removal Assessment Report," prepared by EEI and dated October 2002 (EEI 2002). <br /> According to the preliminary RI/FS data, elevated concentrations of zinc (>5,000 <br /> milligrams per kilogram [mg/kg; class I non-RCRA hazardous waste) were detected in <br /> multiple surface soil samples that were collected within the burn pile areas.
