( 3 ) Total tons of tires shipped out ground from the site . ( 4) Total tons of tires ground and stockpiled. b . The premises must be maintained in such a manner that it does not create a vector harborage problem. c. The operator shall prepare a written plan for handling and disposing of existing and future tires on the project site. The plan shall include a time schedule . The plan is due in 90 days and shall be reviewed by the Planning Commission. d. When the July 1985 level has been attained, additional tires can be brought onto the property. In th4s-��-� situation, the tonnage of tires shipped outAare to be equal to or exceed the total tons of tires received. 6 . This permit shall be subject to annual review by the Planning Commission. This review shall continue until such time as the Planning Commission, at its sole discretion, shall deter- mine that further review is unnecessary. This review shall be for the purpose of adding conditions or revoking this per- mit as the Planning Commission may determine is necessary to provide adequate fire protection, air pollution control , vector or rodent abatement , or any other nuisance abatement . 7 . All-weather access roads for fire protection, site inspec- tion, and nuisance abatement shall be provided to all areas of the tire storage. 8 . Personnel are to be on the site at all times. 9 . A bulldozer is to be on the site . The bulldozer shall be in an operational condition at all times . 10 . The site must be secured at all times, and the property is to be fenced, excluding the area adjacent to the Banta Carbona Irrigation District canal . The area to the north is to be temporarily gated or barricaded at the close of business for each day.
