achieve. However, she said she thought that if there was something
that addresses what Mr. Royster is attempting to do, what his poten-
tial can be , and perhaps suggest a 3-year or a 5-year plan ,
something that is reasonable.
Comm. Morri asked why there was a necessity of building up so many
tons and tons of tires when they are going to be easily available in
the future. There is no market for it now. Chairman Jungeblut said
that tires are going to go someplace. Comm. Carter said that when you
talk about the potential of being able to shred 4 , 000 tires a day on
an 8-hour day and you do it approximately 3 days per week, you will
reach an objective on a quarterly basis of "X" amount of tires being
shredded. I think that is one area of a written plan. Chairman
Jungeblut said it comes down to whether you have a market for that
shredded tires on the end and the viability of that market. Comm.
Morri said there does not appear to be a market right now. Comm.
Carter said that looking for a market is also part of the plan. Comm.
Gillispie said he recalled that there was no market in 1985 either.
Comm. Bozzano said that on Condition 11, he could go along with the
applicant on this irrigation ditch being the natural boundary. Cars
will not cross over an irrigation ditch.
MOTION: Moved, seconded (Bozzano-Rojas ) and carried by a majority
roll call vote to approve Alternative No. 1 in the staff report based
on the facts listed under that Alternative. The conditions of appro-
val are as follows :
1 . The permitted uses shall not, at any time, develop into a
nuisance, as herein defined. If , in the opinion of the
Planning Commission or Board of Supervisors , any County
Ordinance or State Law or regulations or conditions attached
hereto are being violated in connection with the operation of
this use, they retain the power to revoke or modify this per-
mit. For the purposes of this Use Permit, a nuisance is
defined as follows:
"Nuisance is defined as anything resulting from unreaso-
nable or unlawful practices or from neglect which is , or
tends to be, injurious to health, safety, or public
welfare, or is unsightly or offensive to the senses so
as to interfere with the comfortable enjoyment of life
or property in the neighborhood area, as such neigh-
borhood area is defined by the Planning Commission. "
2 . A revised site plan shall be submitted for approval to the
Planning Division by April 1, 1987. All development
construction, reconstruction, moving, remodeling, or other
structural alteration shall be made in conformity with the
approved site plan. Any variation from the site plan shall
be first approved by the Planning Division or Planning
Commission.
PC: 1/22/87 -9- MINUTES
