Of the <br /> tires that came on the site since April 1 , 350 tons have been shipped <br /> off the site whole. Since April 1 , 1985 , 3 , 061 tons have been <br /> shredded. These are Mr. Royster ' s numbers . Staff has no way to <br /> determine the number of tires . The pile is the shredded tires . <br /> Comm. Gillispie said he misinterpreted the condition then. He thought <br /> staff was referring to the total number of tires on the site. The <br /> existing tonnage of tires is reduced to the 1985 inventory. The <br /> existing tonnage of tires would be every single tire that is on the <br /> site. In that case then he is decreasing the total number of tires by <br /> that figure so there would be no particular use to have (e ) in there. <br /> Mr. Van Buren commented that what was meant to say by (e ) is that this <br /> figure is the amount of tires that come on to the site ( this many <br /> tons ) since April 1, 1985 . We are saying that that amount of tires <br /> needs to be shipped off the site before he starts bringing in any more <br /> new tires onto the site. Chairman Jungeblut asked if that was <br /> shipped off or chipped. Mr . Van Buren said shipped off . Comm. <br /> Gillispie said the wording should be revised to read "shipped off or <br /> shredded. " Mr. Van Buren said he has shredded them. Comm. Gillispie <br /> said then that (e ) would be eliminated since it would be meaningless . <br /> Then ( f ) would read that the number of tires either shipped off or <br /> shredded must equal the tires that are coming in at any point in time. <br /> The idea behind this, if you allow the recycling, is evidently to <br /> shred the tires up or ship them out. <br /> Comm. Carter said actually he is going one step further , if you use <br /> the Waste Management ' s opinion of what recycling means . Shredding is <br /> taking this one step further. Comm. Gillispie said he is not using <br /> their definition. He is using the operator ' s own definition. That he <br /> is in the business of shredding tires . <br /> Regarding fencing, Comm. Gillispie said he thought the property should <br /> be secured at all times , and the property is to be fenced. <br /> Comm.
