e Introduction The California Integrated Waste Management Board (CIWMB) has determined that soil sampling is necessary to characterize recently discovered solid waste disposal areas including "the northern disposal area" and "the southern disposal area' at the Tracy Tire Fire site (Royster Tire Disposal Facility; "the Site") for potential segregation and disposal options. This sampling plan was prepared to provide the methods to be used to characterize the soil in these two areas and is also intended to be used for characterizing soil in waste disposal areas that may yet be discovered at the site. This plan details the proposed investigation methods and analyses to characterize soil in the solid waste disposal areas at the Site. Statutory authority for considering the risk posed by the site is under the Waste Tire Recycling Act, which is administered by the CIWMB. This sampling plan is designed for characterizing solid waste disposal areas encountered at the site with estimated volumes of less than 1,000 cubic yards (cy). The number of samples required will vary depending on the estimated soil volume and requirements of the landfill that may receive the waste soil. The disposal areas may be characterized by as few as one composite sample or up to several composite/discrete samples. This sampling plan should not be used to characterize solid waste disposal areas greater than 1,000 cy. 1 .1 . Site Location and Description The Site consists of approximately 50 acres of land located between the Teichert Aggregate and RMC Pacific Materials aggregate mining operations in Tracy, California (Figure 1). The Site is located at 29425 South MacArthur Road (Section 9, Township 3 south, Range 5 east of the Mount Diablo Base Meridian). The Assessor's Parcel Number (APN)for the Site is 253-120-26. The Site is a former gravel quarry, with associated surface topography consisting of irregular hills and gravel pits. The surrounding natural grade is approximately 60 feet higher than the gravel pits within the Site (Figure 2). Land within 1,000 feet of the facility is typically used for-mining aggregate material such as gravel, with other surrounding land left as open space. There is a gunite-lined irrigation ditch adjacent to the east side of the project site that transmits fluctuating volumes of water throughout the year. Approximately two to seven million tires were illegally stored in 34 different tire piles located in gravel pits at the Site (Figure 2; Ecology and Environment, Inc. 2002). Waste tire materials in these piles caught fire in 1998 and were allowed to burn, leaving behind tire waste materials. Material burned in the fire included drums of oil filters, old vehicles, trailers, and other miscellaneous equipment and debris. The fire began at the facility on August 7, 1998, and the remaining smoldering patches were extinguished by a subcontractor under the direction and supervision of the CIWMB during December 2000. 1 .2. Project Background On August 7, 1998, a grass fire started at the Site. The grass fire spread and ignited the tires that were illegally stored at the site.
