Public Health Services (PHS), California Environmental Protection Agency (Cal-EPA) <br /> Department of Toxic Substances Control (DTSC), California Air Resources Board (GARB), <br /> and CIWMB (collectively: "the unified command") worked together to conduct emergency <br /> response activities (e.g., air monitoring, etc.)from the time the fire was discovered through <br /> August 10, 1998. Due to the site geography, the unified command decided to allow the fire <br /> to burn out by itself. County, state, and federal agencies continued to monitor the Site until <br /> the fire, which steadily diminished, was finally extinguished during December 2000. The <br /> CIWMB, in coordination with the Tracy Fire Department and PHS, supervised a <br /> subcontractor who extinguished the remaining patches of fire with foam and water. <br /> Work performed to assess environmental conditions at the Site is being managed by a <br /> partnership of regulatory agencies. The CIWMB serves as the lead enforcement agency <br /> (LEA) and manages the preparation of required documents and contractors involved with <br /> the site mitigation. DTSC is involved with supervising potential generation, characterization, <br /> and disposal of hazardous waste at the Site, as well as the review and approval of the <br /> required documents. The Regional Water Quality Control Board (RWQCB) is involved with <br /> the groundwater quality issues at the Site and approval of documents related to <br /> groundwater. <br /> 1 .3. Project Purpose <br /> The purpose of this document is to provide methods and procedures to be used to <br /> characterize soil in newly discovered solid waste disposal areas as illustrated in Figure 2 <br /> and to determine if the wastes contained therein should be considered a Resource <br /> Conservation and Recovery Act (RCRA) hazardous waste, a non-RCRA hazardous waste <br /> (i.e., California hazardous waste), and/or a designated waste. This document is also <br /> intended to cover other waste disposal areas that may be encountered in the future. <br /> 1 .4. Responsible Agency <br /> The CIWMB or its contractor is responsible for preparing and implementing this site <br /> sampling plan. <br /> 1 .5. Project Organization <br /> This project will be coordinated and managed by the CIWMB project manager, Mr. Todd <br /> Thalhamer. Mr. Thalhamer will direct the specific investigation activities performed by Sukut <br /> Construction Inc. (SCI) and LFR Levine-Fricke (LFR) personnel. On-site health and safety <br /> shall be the responsibility of the CIWMB or CIWMB contractor performing the sampling <br /> activities. The CIWMB will use sampling equipment <br /> available in house and/or from a contractor. <br /> LFR will be responsible for implementing the site sampling plan and producing a sampling <br /> summary report.
