November 20, 2000 <br /> California Integrated Waste DRAFT <br /> Management Board <br /> 8800 Cal Center Drive <br /> Sacramento, CA 95826 <br /> Attn: Mr. Brad Williams, P.E. <br /> Ref: City of Tracy - Tire Fire Suppression <br /> Contract # IWM-SU-9038-Work Order H-1 <br /> Dear Todd: <br /> Under this cover is the initial Work Plan for the suppression of the Tracy tire fire located <br /> on South MacArthur Road in the city of Tracy, California. We understand that this <br /> plan may be reviewed by a number of authorities and may be subject to modification <br /> based on comments that we receive during the review period. <br /> Sukut Construction, Inc. has prepared this Work Plan (WP) to present the proposed <br /> scope of work for the suppression of the identified tire fire site (TFS) that has been <br /> targeted by the CIWMB for cleanup. This WP includes additional project information, a <br /> suppression plan, communication plan, a site specific health and safety plan, an <br /> air-sampling plan, a proposed project schedule, and a cost estimate for the project. <br /> The WP was prepared in accordance with Integrated Waste Management Board <br /> (IWMB) Contract IWM-9038 and the IWMB and has incorporated practical information <br /> gathered from our site visit on November 15, 2000. <br /> The general plan for fire suppression is to first soak the area with 50 to 80 thousand <br /> gallons of water taken out of our designated agricultural water channel. We will then <br /> clear a path through the center of the surface debris about 50 feet wide. This will give <br /> safe access to the remaining debris. We will then excavate and suppress the <br /> remaining material to the center of the clearing, which will then be pushed out by a <br /> dozer to a designated area where fire suppression teams will extinguish any flare-ups <br /> or smoldering material. Contaminated water run-off will be collected in a geomembrane <br /> lined sump about 100 ft x 100 ft x 4 feet. The sump will be placed below the fire <br /> suppression area, and will be pumped out into 20,000 gallon baker tanks. The <br /> extinguished material will be stockpiled with the existing burned material and left for <br /> future disposal. <br />
