(Caltrans 2003b). This part of 1-580 is not within the proposed project area, resulting in no
impact. The Site is not viewable from any local road or highway.
C. Substantially degrade the existing visual character or quality of the Site and its
surroundings.
No Impact. The project site is located in an industrial area that was previously disturbed
by mining and industrial uses (Tracy 1993). Remediation of this area will not degrade the
existing visual character.Activities proposed at the Site will benefit the existing visual
character and quality of the Site and its surroundings.
d. Create a new source of substantial light or glare which would adversely affect day or
nighttime views in the area.
No Impact. Based on the project description, during remediation activities, there will be
no additional lighting and no glare to affect day or nighttime views in the area.
Findings of Significance:
❑ Potentially Significant Impact
❑ Potentially Significant Unless Mitigated
❑ Less Than Significant Impact
X No Impact
2. Agricultural Resources
Project activities likely to create an impact:
m Removal of top 18 to 24 inches of burned material, ash and visibly affected soil within gravel
pit area
• Removal of localized areas of deeper soil containing elevated concentrations of metals or
pyrolytic oil.
Description of Environmental Setting:
The proposed project area consists primarily of a 50-acre abandoned gravel pit with grass cover.
There are gravel roads throughout the Site. The Site is currently zoned under the AG-40
classification. With this designation, the Site is zoned for agricultural use and is required to be a
40-acre minimum. It is not currently, nor has it been in the past, used for agricultural purposes.
There is no evidence of crop production in the immediate vicinity, and a site visit conducted on
January 31, 2003 revealed adjacent properties are not currently used for grazing and/or
rangeland purposes.
Analysis of Potential Impacts:
Describe to what extent project activities would:
a. Convert Prime Farmland, Unique Farmland, or Farmland of Statewide Importance
(Farmland) as shown on the maps prepared pursuant to the Farmland Mapping and
Monitoring Program of the California Resources Agency, to non-agricultural use.
6
