h. Expose people or structures to a significant risk of loss, injury or death involving flooding, <br /> including flooding as a result of the failure of a levee or dam. <br /> No Impact. The proposed project will not involve the development of any structures or <br /> result in the exposure of people or structures to risks associated with flooding. There are <br /> no major levees or dams close to the project area that would expose people to significant <br /> risks involving flooding due to failure of levee or dam (SWRCB 2003). <br /> i. Inundation by seiche, tsunami or mudflow. <br /> No Impact. The risk of inundation by seiche, tsunami or mudflow is insignificant because <br /> the proposed project site is characterized as a large, open, and inactive gravel mine and <br /> the Site is located a considerable distance away from any large body of water(SWRCB <br /> 2003). In addition, because the project does not involve the development of structures or <br /> hardened surfaces the existing risks regarding inundation by seiche, tsunami or mudflow <br /> will not be affected; this is not considered a potential impact of the project. <br /> Findings of Significance: <br /> ❑ Potentially Significant Impact <br /> ❑ Potentially Significant Unless Mitigated <br /> X Less Than Significant Impact <br /> ❑ No Impact <br /> 9. Land Use and Planning <br /> Project activities likely to create an impact: <br /> • Removal of top 18 to 24 inches of burned material, ash and visibly affected soil within gravel <br /> pit area <br /> e Removal of localized areas of deeper soil containing elevated concentrations of metals or <br /> pyrolytic oil. <br /> Description of Environmental Setting: <br /> The project site is approximately 50 acres and consists primarily of an abandoned gravel pit 3 <br /> miles south of the City of Tracy, California. The Site is located along South MacArthur Drive and <br /> is zoned AG-40. This zone designation allows agricultural uses for parcels greater than 40-acres. <br /> Currently, the Site is vacant. Remnants of burnt tires, ash, and solidified pyrolytic oil are present <br /> on the ground surface in the burn areas. The gravel pit area is predominantly covered with <br /> ruderal grasses and patches of shrubs and is easily accessed via meandering gravel roads. <br /> Two active aggregate mining operations are located adjacent to the Site. Teichert Aggregate is <br /> north of the Site and RMC Pacific Materials is south of the Site. An abandoned Western Pacific <br /> Railroad spur borders the Site to the northwest. An asphalt plant is located west of the Site and <br /> an apricot orchard to the east.The closest residence is located approximately%mile east of the <br /> Site. <br /> 35 <br />
