a Removal of localized areas of deeper soil containing elevated concentrations of metals or <br /> pyrolytic oil. <br /> Description of Environmental Setting: <br /> The proposed project area is located within an abandoned gravel pit.Although there are no <br /> current operations on the Site, the Site is presently exposed to moderate to high ambient noise <br /> levels. The primary source of moderate ambient noise affecting the project site is vehicle traffic <br /> along South MacArthur Drive and 1-580. The Site is also located within the City of Tracy Airport's <br /> Airport Overlay Zone. This results in occasional high ambient noise levels. <br /> Analysis of Potential Impacts: <br /> Describe to what extent project activities would: <br /> a. Exposure of persons to or generation of noise levels in excess of standards established <br /> in the local general plan or noise ordinance, or applicable standards of other agencies. <br /> No Impact. The project is located within an abandoned gravel pit. The pit walls will reduce <br /> the potential for noise associated with remediation activities to affect areas beyond the <br /> property boundary. The nearest sensitive receptor, a residence, is located approximately <br /> Y mile east of the site. According to the San Joaquin County Noise Ordinance, Section 9- <br /> 1025.9(c)(3), the noise created by construction activities are exempt, provided the <br /> activities do not take place before 6:00 AM or after 9:00 PM during the day. After <br /> activities are completed, the Site will not be inhabited nor used for commercial purposes, <br /> therefore, no increase in noise is anticipated. <br /> b. Exposure of persons to or generation of excessive ground-borne vibration or ground- <br /> borne noise levels. <br /> No Impact. During removal and excavation activities, short-term groundborne noise and <br /> vibration may occur, but would be considered negligible.Additionally, these effects would <br /> be temporary and within daylight hours. After activities are completed, no ground-borne <br /> noise or vibration is expected to occur. <br /> C. A substantial permanent increase in ambient noise levels in the vicinity above levels <br /> existing without the project. <br /> No Impact. The land use on the Site will not change. There will be no permanent increase <br /> in ambient noise levels in the vicinity. After activities are completed, the Site will not be <br /> inhabited nor used for commercial purposes, therefore, no increase in ambient noise is <br /> anticipated. <br /> d. A substantial temporary or periodic increase in ambient noise levels in the project vicinity <br /> above levels existing without the project. <br /> No Impact. During removal and excavation activities, negligible ambient increases in <br /> noise levels may occur.Also, these effects would be temporary and within daylight hours. <br /> After activities are completed, no temporary ambient increases in noise levels are <br /> expected to occur. <br /> Findings of Significance: <br /> 38 <br />
