After an appropriate disposal facility has been selected, SCI will prepare and submit a <br /> Transportation Plan to the regulatory agencies for approval. The Transportation Plan will include <br /> details regarding soil disposal and vehicular traffic expected to influence the project site and <br /> surrounding area. <br /> Description of Transportation Activities: <br /> San Joaquin County has been contacted regarding the hauling activities for the proposed project. <br /> A Transportation Plan will be submitted by SCI to San Joaquin County for approval before hauling <br /> activities occur. The Transportation Plan will include a figure with descriptions of potential haul <br /> routes, estimates of the number of vehicles to leave the site per day, estimate of the total number <br /> of vehicles to leave the site, and an estimate of the total duration of the project. Transportation <br /> activities during project operations will be restricted to a specified haul route detailed below. <br /> Trucks and equipment leaving the Site will exit and head north on South MacArthur Drive. <br /> Vehicles will then take a left turn at West Linne Road, and then left on Corral Hollow Road. This <br /> route will lead vehicles back to 1-580. Access to the Site from 1-580 will be traveled in the reverse <br /> order.There will be approximately 60 trips from the project site on a daily basis. Ten trucks are <br /> scheduled to depart the Site on an hourly basis during work hours. Although it is estimated that <br /> there will be approximately 2,000 trucks passing through the haul route, it will occur over several <br /> months. The trucks will be leaving the Site on a regular basis and not in systematic waves. <br /> The project does involve a minor short-term increase in vehicle traffic to mobilize equipment to <br /> and from the Site. The mobilization of equipment on-site will not significantly increase traffic levels <br /> on South MacArthur Drive. Excavated material will be transported off-site via trucks. Site work will <br /> be conducted within the boundaries of the project area. A significant increase in vehicle exhaust <br /> emissions from the short-term mobilization of equipment is not expected. The project will not <br /> adversely affect existing roadways or intersections nor will it require the construction of additional <br /> roads. The slight increase in short-term traffic will not significantly increase traffic, pedestrian or <br /> bicyclist hazards. The proposed haul route road is currently used by heavy trucks hauling <br /> materials for the nearby local mining and industrial facilities. The proposed trucks are three axle- <br /> trucks that will be towing two-axle, 40-cubic yard trailers. The vehicles proposed for the <br /> remediation activities at the Tracy Tire Fire Site are anticipated to cause a less than significant <br /> impact to the County designated haul route.A transportation plan will be submitted to San <br /> Joaquin County by the contractor before hauling begins. <br /> Analysis of Potential Impacts: <br /> Describe to what extent project activities would: <br /> a. Cause an increase in traffic that is substantial in relation to the existing traffic load and <br /> capacity of the street system (i.e., result in a substantial increase in either the number of <br /> vehicle trips, the volume to capacity ratio on roads, or congestion at intersections). <br /> Less Than Significant Impact. During removal and excavation activities, an additional ten <br /> trucks per hour will travel along the County's designated truck route. The additional <br /> vehicles will likely not have an effect on daily traffic. Additionally, the trucks will only be <br /> present on a temporary basis. After project activities are completed, an increase in traffic <br /> is not expected to occur. <br /> b. Exceed, either individually or cumulatively, a level of service standard established by the <br /> country congestion management agency for designated roads or highway. <br /> Less Than Significant Impact. Despite an increase in traffic flow during daylight hours, the <br /> level of service standard established by the Country Congestion Management Agency for <br /> designated roads or highways will not be exceeded (San Joaquin County 2000). <br /> 43 <br />
